AMENDING THE CLASSIFICATION PLAN CITY ATT FOR HOUSING SPECIALIST I
TITLE:
RECOMMENDED ACTION:
City Council adopt Resolution No. ff-3/9, revising the classification description for Housing Specialist I.
ITEM EXPLANATION
The Personnel Department in concurrence with the Housing and Redevel opment Department is recommending that the job classification for Housing Specialist I be revised. The Community Redevelopment Director has requested that the following changes be made to attract a larger number of qualified applicants for Housing Specialist I.
1. Modify the experience requirement from one year of administrative/clerical experience with significant public contact to one year of experience working with a HUD Section 8 program.
2. Modify the requirement of the ability to communicate clearly and concisely in English and Spanish and include it not as a qualification but as a Highly Desirable Characteristic. The City currently has over 300 vouchers for the housing program and only 15 of these require a Spanish interpreter. Currently four out of the six employees in the Housing and Redevelopment Office are bi- 1 ingual .
These changes will enable the Personnel Department to become more selective in screening applications. In addition, it will ensure that the Housing Department will have a larger pool of qualified applicants in which to choose from.
FISCAL IMPACT
There are no costs associated with the revision of this classification.

RESOLUTION NO. 88-319
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASS1 F ICATION PLAN AND SALARY SCHEDULE OF THE CITY TO REVISE THE CLASSIFICATION OF HOUSING SPECIALIST I.
WHEREAS, the City Manager recommends and the City Council concurs, that the
classification of Housing Specialist I should be revised in the City’s
C1 assi fi cat ion P1 an.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to revise
the classification of Housing Specialist I as described in Attachment A,
attached hereto and made a part thereof.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of
the City of Carlsbad on the 6th day of September , 1988, by the following
vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson

HOUSING SPECIALIST I
JOB SUMMARY
Performs eligibility, inspection, placement and relocation work for the City's Section 8 Housing Assistance program.
TASK LIST
Interviews and advises applicants seeking admission to the housing program, and counsels tenants to ensure compliance with Tenant Occupancy Regulations.
Prepares applications, on behalf of applicants and reviews all documents required of applicants.
Maintains documentation according to established program guidelines.
Verifies income and housing status through written inquiry or telephone contacts.
Makes computations to determine eligibility and recertifications.
Reviews and resolves compl ai nts from tenants ; conducts informal counsel i ng to resolve complaints.
Calculates tenant and housing assistance plan portions of contract rent according to established program guidelines, including establishment and administration of accounts recei vabl es.
Answers questions and gives information related to the housing program.
Prepares documents to process payments.
Assists in the preparation of special statistical reports.
Conducts applicant briefing sessions.
Interviews and advises applicants seeking admission to the program.
Makes computations to determine client eligibility.

Experience:
Education: Equivalent to the completion of the twelfth grade, preferably supplemented by specialized secretarial or business training.
One year of experience working with a HUD Section 8 program.
Ability to communicate clearly and concisely in English and Spanish.
