RECOMMENDED ACTION:
City Council adopt Resolution No. 8813.14, amending the salary schedule for part- ti me empl oyees .
ITEM EXPLANATION
The Parks and Recreation Department requested that Personnel up-grade the pay scale for part-time aquatic staff. California State Law requires a minimum of 77 hours of pre-employment training and education be completed for lifeguards and a minimum of 121 hours be completed for Water Safety Instructors. This training is done at the potential employee's expense.
The City of Carlsbad aquatics division competes most directly with the City of Oceanside for the limited number of qualified water safety personnel in the North County area. Currently, Oceanside pays an average of $2.67 more per hour than
Carlsbad for the three classifications of water safety personnel. Staff recommends increasing the wage rate for part-time aquatic staff in the interest of attracting and retaining the most qualified individuals for the positions.
The recommended changes in the part-time salary schedule are as follows:
Lifeguard from Range 8 ($4.69 - $5.72) to Range 11 ($5.56 - $6.77). Instructor/Lifeguard from Range 11 ($5.56 - $6.77) to 12 ($6.55 - $7.97). Instructor/Lifeguard I1 from Range 12 ($6.55 - $7.97) to 20 ($8.85 - $10.75). Lagoon Patrol Specialist from Range 12 ($6.55 - $7.97) to 20 ($8.85 - $10.75).
FISCAL IMPACT
The additional cost for Fiscal Year 1988-89 will be approximately $7,600. The funds are available in the Department's budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ADOPTING AN ADJUSTMENT TO
EMPLOYEES.
THE PART-TIME HOURLY SALARY PLAN FOR THE PART-TIME
WHEREAS, changes are necessary in the part-time salary plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the part-time hourly salary schedule set forth in Exhibit A,
attached hereto and made a part thereof, is adopted.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of
the City of Carlsbad on the 6th day of September , 1988, by the following
vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson
