If City Council concurs, your action is to adopt Resolution No. 88-314 Ramsay House, approving Historic Landmark Designation.
ITEM EXPLANATION:
The Historic Preservation Commission has held a public hearing on the above site and found it to meet criteria for landmark designation. Ramsay House is privately owned and the property owner has consented to the landmark designation.
Landmark designation is clearly defined and requires owners consent. Once a site has been designated, a permit from the Council is required to alter the designated site in any way. Ordinary maintenance is excluded from the permit procedure. The ordinance also contains a hardship clause that enables the Council to grant a permit for work on a designated structure that under normal circumstances might not be issued.
The Commission recommends that the City Council designate the Ramsay House a Historic Landmark.
ENVIRONMENTAL REVIEW:
The Planning Director has determined that the designation of Historic Landmarks do not require environmental review.
FISCAL IMPACT:
There will be no fiscal impact to the City as result of this action.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA DESIGNATING RAMSAY HOUSE AS A HISTORIC LANDMARK.
APPLICANT: HISTORIC PRESERVATION COMMISSION CASE NO.: H-15 RAMSAY HOUSE
NHEREAS, the City Council of the City of Carlsbad, has
determined that the Ramsay House meets the requirements for a
Historic Landmark; and
WHEREAS, pursuant to the provisions of the Municipal
Code the City Council of the City of Carlsbad, California
did, on the 6th day of September , 1988, hold a duly
noticed public hearing to consider designation on property
described as:
Parcel 1 of Parcel Map 13027 APN 156-110-73
WHEREAS, at said hearing, upon hearing and considering
all testimony and arguments, if any, of all persons desiring
to be heard, said City Council considered all factors
relating to H-15, Ramsay House.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, as follows:
11 That the foregoing recitations are true and correct.
23 That based on the evidence presented at the public hearing, the City Council APPROVES H-15, designation of the Ramsay House site as a Historic Landmark.

HISTORIC SITE LANDMARX DESIGNATION
The Historic Preservation Commission has been holding regular meetings to review sites and matters relating to historic preservation as specified by the Historic Preservation Ordinance.
The Commission is recommending that the Ramsay House be designated a Historic Landmark.
Under the ordinance a site may be considered for designation if:

It is a geographically definable area possessing concentration of sites, buildings, structures improvements, or objects linked historically through location, design, setting, materials workmanship, feeling and/or association, in which the collective value of the improvements may be greater than the value of each individual improvement.

Following is a description of H-15-Ramsay House specifying its significance for designation as a historic landmark:
The original homesite extended from Olive Avenue (now Pio Pica) to Forest Avenue on the north, to the current school walkway on Las Flores on the east, and beyond the curb of Las Flores on the south. When Las Flores was put in, it took a small portion of the Ramsay parcel. After the Chuparosa Lane cul-de-sac was installed, the Ramsay address changed from 2460 Olive to 1330 Chuparosa Lane. Chuparosa is the Spanish word for hummingbirds. Betty Ramsay named the street. It is said she loved hummingbirds and that she kept many feeders on the porch outside her office at Camp Pendleton.
The lot is located in a residential area. The site slopes to the west and, at one time, included a 10 acre vegetable garden. The large Torrey pine, the palm trees and the eucalyptus were all planted by Elizabeth Ramsays' parents and grandparents. A large old-fashioned garden covers most of the property.
The Ramsay House is a private residence on a two acre lot. It was built in 1904 under the direction of Edith Mary Shaw, the grandmother of the current occupant, Mary Elizabeth Ramsay. The architect is unknown, except for the fact that he was from Pasadena and that he designed may homes for ex- patriot British living in the llcoloniesll. The home is historically significant because it is one of the few remaining structures of this vintage. It has been continuously occupied by one family whose lives have been closely associated with the community, particularly St. Michael's Episcopal Church and various agricultural organizations.
Edith Mary Shaw had this house designed and built in 1904. The house eventually became known as the Ramsay House because her daughter Edith Mary Dorthea Shaw married Frederick Ramsay of Oceanside. They had three children Charles Warren of Oceanside, John Edward of Sacramento, Mary Elizabeth, and Edmund of Oregon. Frederick Ramsay was one of the organizers of the Carlsbad Vegetables Growers, who engaged in dry farming before the Carlsbad Mutual Water Company piped water from Oceanside, across Buena Vista Lagoon, through a wooden

The house is a large bungalow, with wide eaves and a broad veranda on the east side. It originally contained a living room, library, dining room, kitchen and four bedrooms, all opening out on to the veranda. Built before the availability of inside plumbing, electricity or gas, it has since been slightly remodeled by the addition of two bathrooms and installation of ceiling light fixtures. Heat was originally furnished by two wood burning fireplaces, one in the "West Roomtt, (living room) and one in the library; a gas floor heater was subsequently installed in the dining room.
The ceilings are all 12 feet high, floors are of pine, covered with asphalt tile, and walls are all tongue and grove pine, with molded trims on doors and windows. The house was framed with 12" square redwood pillars and siding is the original quarter-sawn redwood.
Interior details include a brick fireplace in the West Room, flanked by bookcases on two walls, sliding double doors leading to the veranda and distinctive ceiling light fixtures which were converted from kerosene to electricity. Bedrooms all have double closets with shelves on one side and short rods, front to back, which replace the original row of hooks for hanging clothes. A large bay window and window seat in the dining room was converted to accommodate a piano by cutting out the middle section of the seat. This room also contains a unique carved wooden bench, the handwork of Edith Mary Shaw and her daughters. According to Betty Ramsay, her grandmother, mother and aunts worked on it all of one winter spent in the Alps. Each pine (deal) panel depicts a different scene and are linked by rails carved in an intricate chain pattern.
A tiny guest house just beyond the veranda was converted from a Camp Pendleton construction office; Betty Ramsay worked on the base at one time. Another distinctive feature of the garden is the series of cobblestone retaining walls, built by Frederick Ramsay, Betty's father.

Zalavera Lake and Dam is owned by the City of Carlsbad, but it is managed and maintained by the Costa Real Water District. Ramsay House is privately owned and the property owner has consented to the landmark designation.
