MP ADMINISTRATIVE OFFICE COMPLEX CITY M RECOMMENDED ACTION: Adopt Resolution No. ff/JZ{accepting bids and awarding a contra for the construction of the Carlsbad Senior Center and Carlsb Unified School District Administrative Office Complex. Adopt Resolution No. ff-3aa>pproving an amendment to the existi architectural consultant agreement for continuing architectur services during the construction phase of this project. ITEM EXPLANATION: On July 12, 1988, the Carlsbad City Council authorized t advertisement of bids for construction of the Carlsbad Seni Center and Carlsbad Unified School District Administrative Offi Complex, Project No. 3247. Nine (9) sealed bids were received August 24, 1988, as follows: CARLSBAD UNIFIED SCHOOL DISTRICT 1. Straub Construction, Inc. $ 3,025,000 2. J. A. Stewart Construction 3 , 080 , 000 3. Quest Construction 3 , 099 , 948 4. Douglas E. Barnhart, Inc. 3 , 108 , 493 5. EVH Inc., and Associates 3 , 130,000 6. T. B. Pennick and Sons, Inc. 3 , 133 , 000 7. Net Enterprises, Inc. 3 , 139,600 8. Louetto Construction 3 , 251,000 9. M. L. Hansen Company, Inc. 3,886 , 900 The award of this construction contract for this facility will the last major phase in completing this joint developme project between the City of Carlsbad and the Carlsbad Unifj School District. The project includes the construction of combination one (1) and two (2) story joint use facilj consisting of a 15,400 square foot Senior Center and 12,s square foot Administration Office Complex for the Carlsl: Unified School District. The project will be constructed approximately 3.31 acres addressed at 801 Pine Avenue as depict in Exhibit 1. This project is a result of several years of negotiations betwc the City and the School District followed by a very lengthy i detailed design effort by School District representatives, 1 Carlsbad Senior Citizens Commission, City staff, and 1 architectural firm of Wolff/Lange/Christopher Architecl Incorporated. Fundamental to the successful construction of a project of th magnitude and complexity is the continued active participation the project architect. The project architect I s service availability, and level of involvement is as extensive duri the construction phase as during any of the other project desi phases. The project architect's duties during the constructi phase will include: - Provide general project construction administration I behalf of the City. Act as architectural representative ( site and advise the City on architectural and build: issues. - Make bi-monthly or more frequent site visits appropriate the stage of construction. Advise the City as to 1 progress and quality of the work. - Determine the construction quantities completed to date . the purposes of quantifying monthly progress payments. - Review and approve all shop drawings, product data, samplc and other submittals required to indicate conformance w the design within the project plans and specifications. - Prepare any revisions, modifications, or change ord required for minor adjustments within the project. - Conduct inspections to determine substantial and fi completion, and issue a final certificate for payment u approval. - Generally insure construction quality control during phases of construction. Staff recommends approval of the attached agreement amendm with Wolff/Lang/Christopher Architects, Incorporated continuing architectural services during the construction ph of the project. Consultant shall provide continuing architect services for City during the construction phase of said pro in accordance with the terms, conditions, and project scope work as outlined in attached Exhibit rrA1r which is he incorporated and made a part of this agreement. 2. City shall pay Consultant in accordance with fees and costs outlined in attached Exhibit rtA1r on an ho basis, per the attached fee schedule, not to exceed $39, City shall pay Consultant appropriate, reasonable, and custo miscellaneous reimbursable expenses required of Consultant perform said services as contemplated by the parties to agreement estimated to be $2,375 as identified in atta Exhibit "A.
