ITEM EXPLANATION:
Phase I1 construction of the Calavera Hills Community Park : proceeding on schedule. To date, three (3) minor change ordel required by changed field conditions totalling $10,245 have bet previously executed in accordance with Administrative Order Nc

This change order No. 4 adds the construction of a six (6) foc
wide concrete stairway from the park’s southern entrance to a nc picnic area now under construction, The proposed picnic area adjacent to Glasgow Drive near Woodstock Street. Presently, pa: users traverse the landscaped slope between the ballfields a: Glasgow Drive. The construction of the new picnic area with i. grass and picnic tables will attract additional users. TI proposed stairway will provide safe access between the pa: ballfields, restroom facilities, and the picnic area. The ni stairway is approximately 32’ high and will have handrails 1 both sides for improved safety.
This change order also includes the construction of approximate
230 feet of anodized aluminum handrail on the down-slope side the existing sidewalk running between the ballfields and Glasg Drive. Staff recommends construction of this handrail discourage foot traffic and bicycles over the landscaped area
The handrails to be installed will be three and one-half fe
high and have top and bottom runners.
Staff recommends approval of Change Order No. 4.
FISCAL IMPACT:
In the 1986-87 Capital Improvement Program budget, the Ci Council appropriated $2,500,000 in account number 320-820-182
3245 for the construction of this project. Sufficient fun remain in this account for the $25,788 cost of this chan order.

REASON FOR CHANGE:
The public is presently cutting across a landscaped slope at the south end of park. Anticipated foot traffic to Glasgow Drive will increase because the Phi contractor is obligated to install a grass picnic area at this location. The proposed stairs and pedistrain railing will keep traffic off the slope and prc access between the ballfields and picnic area.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING CHANGE ORDER NO. 4 FOR THE CALAVERA HILLS
COMMUNITY PARK, PHASE 11, PROJECT NO. 3245
WHEREAS, the City Council of the City of Carls
