POL COUNCIL TO PARTICIPATE AS mMBER AGENCY ClTYM( RECOMMENDED ACTION: Adopt Resolution No. ffd332 approving an agreement between the City of Carlsbad and Alcohol and Drug Abuse Prevention Task Forc (ADAPT) for the participation of the City of Carlsbad as a membe agency. The agreement would require Council to designate an ele representative to serve on an annual basis as a voting member of Board of Directors. ITEM EXPLANATION: The City of Carlsbad received a letter of invitation from San Di County Supervisor Susan Golding for the City to participate in t ADAPT Program. The goal of the program is to coordinate and sup efforts of a legislative and program-oriented nature to instill drug abuse prevention opportunities among the County's youth. ADAPT is a California nonprofit, public benefit corporation form to raise and hold funds for programs supported by ADAPT Board of Directors. ADAPT membership is open to all cities and school districts in San Diego County. We helped in the development of the Safe Rides program, the Rally Against Drugs, Friday Night Esconddo Union Live, and SADD. Their request for our involvement would require either the Mayor or a council member be selected as a member of the task force representing City of Carlsbad. The membership meets on a quarterly basis and there are no financial obligations required for our participation. The ADAPT Program appears to be a countywide effort to help prevent alcohol and drug abuse by youth throughout the county through the support of all county political entities, Since this is an important issue nationwide and the fact that we have a successful DARE Program, it would be an appropriate program in which the City might want to participate.
