RECOMMENDED ACTION:

TITLE:
JOINT CITY-STATE SOUTH CARLSBAD BEACH STUDY
:TEM EXPLANATION:
representatives of the City of Carlsbad and the State of
lalifornia Department of Parks and Recreation have met on several )ccasions over the past year and have jointly recognized the need :o develop and implement certain strategies that will broaden and txpand the public beach areas, create additional recreational
ises, enhance existing public facilities, increase access to
mblic facilities and explore other possible uses of beach areas
.n Carlsbad. There are both State and City long-term interests
:o be furthered by investigating in more detail development :oncepts of the beach area.
In Friday, April 26, 1988, State of California Department of
'arks and Recreation personnel including Mr. Henry Agonia,
Iepartment Director, met with City staff in Carlsbad and
iiscussed the mutual City and State interests to be furthered by
:he proposed joint study. These meetings followed a tour of the
mea and a discussion of existing and proposed State and City facilities.
)iscussions have been centered on a Itzone of interest" and
:onceptual improvements to be implemented in this zone. The area identified for this study is generally west of the railroad :racks and between La Costa Avenue to Cannon Road. The
:onceptual improvements considered for study include the
€01 lowing :
- Relocation and realignment of Carlsbad Boulevard to the
east.
- Removal of deficient bridge and ramp structures and
replacing them with at-grade intersections where possible.
- Consideration of City/State joint uses potentially including land transfers.
- Restructuring the existing entrance to the Carlsbad
State Beach Campground.

- Development of an additional entrance site for the

- Creation of parcels for lease.

maintenance and operations facility.
- Creation of a Recreational Access Corridor (RAC) running the entire length of the study area to accommodate bicycling, walking, jogging and special events.
- Increase and improve public beach parking areas.
- Development of a protected pocket beach.
- Improve and increase beach access safety from adjacent private properties.
- Creation of additional campsites.
- Explore the development of limited recreational uses on the bluff areas.
The actual development of the concepts listed above will require further analysis in terms of land use, circulation, engineering
feasibility, environmental constraints, and economics. Staff recommends the City Council direct staff to begin detailed discussions with State Park's representatives towards development of a joint agreement for this study and preparation of a detailed scope of work for the study proposals.
FISCAL IMPACT:
No financial appropriations from Council will be required at this time. However, funds will be required in the future to hire a consulting firm to perform an analysis and consideration of the above referenced project study concepts. The State has indicated its willingness to participate in this study with funds from the State approved Proposition 70. The actual amount of funds required will be determined after the City has received detailed consultant proposals, however, is estimated to be approximately $50,000 of City funds.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING IN CONCEPT A JOINT CITY/STATE STUDY PUBLIC BEACH AREAS IN
THE CITY OF CARLSBAD
WHEREAS, the City Council of the City of Carlsbad by this
lesolution hereby finds it necessary, desirable and in the
ublic interest to direct staff to enter into negotiations with
:he State of California Department of Parks and Recreation
:awards a joint study of the public beach areas within the
urisdiction in the City of Carlsbad; and,
WHEREAS, the City Council of the City of Carlsbad is
lesirous of protecting and promoting mutual State and City
.nterests and benefits from such a study; and
WHEREAS, City representatives and State representatives
Lave been meeting and discussing the potential of a joint study
ior the benefit of both the State and the City.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad hereby
ipproves in concept a joint study by the City and the State of
!alifornia Department of Parks and Recreation of the public
)each areas within the jurisdiction of the City of Carlsbad.
3. That the City Council of the City of Carlsbad
lirects its staff to enter into detailed discussions and
iegotiations with State of California Department of Parks and
!ecreations representatives toward devising a joint agreement to
.mplement said study.

4. That the City Council of the City of Carlsbad hereby
xpresses its position of support for the State of California
epartment of Parks and Recreation in the pursuit of mutual
gency benefits and enhanced and increased access and use of
ublic resources for the benefit of the general public.
PASSED, APPROVED AND ADOPTED by the City Council of the
!ity of Carlsbad at its regular meeting held on the 13th day of
September , 1988, by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson
