EXTENDING THE ANNUAL CARLSBAD
SAND SURVEY AND BEACH PROFILE
PROGRAM FOR FISCAL 1988-89

RECOMMENDED ACTION:
Adopt Resolution No. .&?-33& approving an extension of the agreement between the City of Carlsbad and Tekmarine,
Incorporated for the annual Carlsbad Sand Survey and Beach
Profile Program for fiscal 1988-89.
ITEM EXPLANATION:
On August 18, 1987, the City Council adopted Resolution No. 9205
approving an agreement with Tekmarine, Incorporated to resume the
Carlsbad Sand Survey and Beach Profile Program. During fiscal
year 1987-88, Tekmarine, acting as coastal engineering
consultants to the City and the City's Beach Erosion Committee,
performed detailed beach surveys and profiles as well as related
studies concerning the condition of Carlsbadls beaches.
Tekmarine has proven to be an invaluable resource to the City
acting in an independent consultant capacity focusing on Carlsbadls coastal resources. Tekmarine is currently in the process of preparing for a September presentation concerning the
status of Carlsbad's beaches and a discussion of beach
replenishment strategies.
The existing agreement between the City and Tekmarine enables the
City to extend the beach survey program from year to year. Staff
recommends approval of the extension for the services for fiscal
1988-89.
In 1987, the Beach Erosion Committee and City staff conducted an extensive consultant selection process resulting in the recommendation the City retain Tekmarine, Incorporated. The City Council subsequently awarded the existing consultant agreement. Because of the nature of the coastal engineering work, the level of experience and expertise involved, and the value and economy of maintaining continuity over an extended period of time with
one (1) consulting firm, staff recommends continuing the
professional relationship with this firm.
FISCAL IMPACT:
Continuing the Carlsbad Sand Survey and Beach Profile Program through fiscal 1988-89 will total $20,480 representing only a 2%
increase over the prior fiscal year's contract. The City Council
has previously appropriated funds in the Municipal Projects
Department 1988-89 operating budget for these services.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING AN
EXTENSION TO AN EXISTING AGREEMENT BETWEEN THE
CITY OF CARLSBAD AND TEKMARINE, INCORPORATED
FOR THE CARLSBAD SAND SURVEY AND PROFILE PROGRAM
WHEREAS, the City Council of the City of Carlsbad has
previously awarded a consultant agreement with Tekmarine,
Incorporated on August 18, 1987 resuming the Carlsbad Sand
Survey and Beach Profile Program; and
WHEREAS, the City Council of the City of Carlsbad hereby
finds it necessary, desirable and in the public interest to
continue said program during fiscal year 1988-89; and,
WHEREAS, the City Council of the City of Carlsbad has
previously budgeted and appropriated sufficient funding for
said program in its 1988-89 fiscal budget; and,
WHEREAS, section 3 of said agreement enables the City to
renegotiate annual contract extensions with Tekmarine,
Incorporated to continue the services provided for in this
agreement.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. That the above recitations are true and correct.
2. That an extension to an existing agreement between
the City of Carlsbad and Tekmarine, Incorporated is hereby
approved in accordance with Tekmarine's proposal letter of May
26, 1988.

3. That the City Clerk is authorized and directed to
forward a copy of this Resolution to Tekmarine, Incorporated,
572 E. Green Street, Pasadena, California, 91101 and the
Municipal Projects Department.
4. That the Purchasing Officer is authorized and
directed to issue a City Purchase Order for said services in
accordance with the intent of this Resolution.
PASSED, APPROVED AND ADOPTED by the City Council of the
City of Carlsbad at its regular meeting held on the 70th day
of September , 1988, by the following vote, to wit:

Subject: Carlsbad Beach Surveys for 1988-89
Dear John:
In response to your letter of May 11, 1988, Tekmarine hereby proposes to extend beach surveys in the Carlsbad area for an ad-
ditional year through 1988-89. At your request, our proposal
addresses the following options:
Option 1 - Extend the survey using the current range lines and
survey/reporting frequencies as presently contracted.
Option 2 - Same as Option 1, plus survey additional range lines in the Carlsbad area formerly surveyed by the US Army Corps of
Engineers (Range Lines CB0720, CB0760, CB0800, CB0830, OS0900, and OS0930).
For both options, all other elements of our existing contract in regards to Dr. Sonu's bi-monthly visits, number of copies of
reports, Dr. Sonu's attendance at Committee meetings following the submission of the April and October survey results, etc.,
shall remain the same. Consulting services in addition to the foregoing options shall be charged in accordance with the at-
tached standard conditions of engagement.
We propose to accomplish these options for the following fees:

The reasons for the slight increase in Option 1 costs over the
current survey costs are twofold: 1) a cost of living increase in employee salaries, and 2).loss of cost-sharing benefits that were available when Tekmarine was concurrently performing US Army Corps of Engineers surveys in the Carlsbad area. It is possible that the Corps may contract with Tekmarine to perform another survey in October 1988 and, if so, we can reduce our costs ap- proximately $1,000.
