RECOMMENDED ACTION:
City Council adopt Resolution No,~-3~&reating a Trust Fund to deposit 5
Citizens' Meal Donations.
ITEM EXPLANATION:
The City of Carlsbad Senior Program has been offering Nutrition, Transpc
and Home Meals services since March 1987 through a grant from the San C
County Area Agency on Aging. Each year the City Council has authorize
$30,000 in the Senior Citizens Division Budget (Account #001-820-4142-266
to provide more noon and home delivered meals than allowed by the Grant
Senior Citizens who participate in the Meals Programs are requested to do
in support of the program. In fiscal year 87-88 the Senior Program
accumulated $9,500 in donations generated by the meals paid through the
General Fund. Generally, donations received by the City are set aside ir
trust account to be used for the support of the program receiving the
donations or as specified by the donor. Although no trust account curre
exists for the meals programs, staff is recommending that one be establisl
to receive donations and hold them for program related uses. In addition
staff is recommending that the donations received during 1987-88 ($9,500)
transferred to the trust fund to be held for use after the opening of the
Senior Center.
In the fall of 1989, the Senior Program will be moving into a new Senior (
The new Center will seat 150 people in the dining room. We presently se

The depositing of the $9,500 and future donations into a trust fund woulc
allow the Senior Division to accommodate 20 additional Seniors per day in
Noon Meals Program during fiscal year 1989-90, bringing the total of Senit
served per day up to 140.
ALTERNATIVES:
1. Deposit the $9,500 collected through Senior donations into the Gene
Fund to offset the $30,000 budgeted by the City to support the Me,
Programs ($5,500 noon meals, $24,500 home meals).
2. Deposit the $9,500 into a trust account whereby it can be utilized i
future fiscal years to increase the meals or purchase necessary equ
etc. for the Nutrition Program at the new Senior Center. ' COMMISSION ACTION:
At their regular meeting, August 4, 1988, the Carlsbad Senior Commissial
voted unanimously to recommend that the City Council set up a trust fun
deposit $9,500 collected through senior Meals donations during 1987-88.
further recommend that these funds be incorporated into the 89-90 Senior
Citizen Division Budget to augment the Meals Program.

FISCAL IMPACT:
The donations generated by meals provided through City funding are
presently deposited into the various grant accounts.
During 1987-88, donations of $9,500 were received. Donations for 1988-89
are expected to equal the 1987-88 level.
During Fiscal Year 89-90 budget preparation, staff will incorporate the
available trust funds into the budget request to augment the Meals Prograr
by providing additional meals or related equipment, supplies or services.
The Senior Citizens' Meals Program will benefit by providing up to 5,000
additional meals at no additional cost to the City.

FY 87-88 MEALS DONATIONS
In March 1987, the City took on the Nutrtion, Home Meals and Transporta
Grant Programs. Since that time, in addition to the grant, the City has
budgeted General Fund monies to support these programs.
In fiscal year 87-88 the City through General Fund paid for 15 noon meals
per day, 10 home-delivered meals per day for a total of 6,910 Senior
meals, plus 6,300 sandwiches for Homebound Seniors, at a cost of $23,610
As you are aware, we request a donation from the Seniors for these servi
Last year, we accumulated $9,500 in donations for the meals supported by
the City.
I believe we have two options regarding the $9,500 collected through dona
1) Deposit the $9,500 into the General Fund to offset the $30,000
budgeted by the City to support the Home Meals and Nutrition
Program.
2) Deposit the $9,500 into a trust account whereby it can be
utilzied in future fiscal years to increase the meals or purchase
necessary equipment, etc. for the Nutrition Program at the new
Senior Center.
I recommend Option #2 as the direction to take with these funds. The
reason being that in the fall of 1989 we will be opening the new Senior
Center. The new Center will seat 150 participants in the diningroom (we
presently can seat up to 120). We do not anticipate an increase to the
grant award for meals.
By depositing this $9,500 into a trust fund and appropriating it in fiscal
year 89-90 to be used to support the Meals Program, we can potentially
increase the meals served by 20 per day, bringing our total to 140 meals
without burdening the General Fund.

RESOLUTION NO. 88-340
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, TO DEVELOP A TRUST FUND TO
RECEIVE DONATIONS GENERATED BY THE CITY-SUPPORTEI SENIOR NUTRITION PROGRAM.
WHEREAS, during 1987-88 the Senior Citizen Nutrition Program
accumulated nine thousand five hundred dollars ($9,500) in donations fl
meals funded by the City, and
WHEREAS, the City Council wishes to utilize these and future dol
to supplement the Senior Meals Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the City Council authorizes the designation of a Trust
to deposit donations from the Senior Meals Program supported by City
funding, and
2. That the amounts of donations collected during 1987-88 curt-(
held in Senior grant funds belonging to the City be set aside in said t
fund. The amounts to be transferred shall be as follows:
