MTG. 09/27/88 ROADWAY IMPROVEMENTS ON A PORTION OF RANCHO SANTA FE ROAD (RSF)
RECOMMENDED ACTION:
Adopt Resolution No. 88-355 authorizing staff to solicit proposals from qualified Consulting Civil Engineers to provide engineering services for the preparation of plans, specifications and cost estimates for the realignment of Rancho Santa Fe Road Alternative No. 1.
ITEM EXPLANATION:
Rancho Santa Fe Road (RSF) is a rural, two lane roadway designed and maintained by the County of San Diego for a number of years until annexed into the Carlsbad Street System. The road was not designed to carry the high speed, high volumes of traffic that occur daily between Questhaven Road and La Costa Avenue.
In 1987, 18 accidents were reported on the referenced segment of Rancho Santa Fe Road, with a high number occurring in the "S" curve portion of RSF located approximately 0.20 miles north of Cadencia Street. Many of these accidents have resulted in serious injuries or fatalities.
In an effort to reduce the speed of vehicles travelling faster than the posted 45 mile per hour speed limit on Rancho Santa Fe Road, the Carlsbad Police Department has devoted a significant amount of enforcement to this road. Lower speeds would result in fewer accidents, as a significant number of accidents that occurred in 1987 were a result of excessive speed or a combination of excessive speed and other factors.
Signing and striping has been installed on RSF to alert drivers to the roadway conditions. However, the potential for accidents to occur can be further minimized through the elimination of substandard roadway geometrics. Straightening the "S" curve will eliminate one such potential accident location. In addition, providing a northbound to westbound left turn lane from RSF to Cadencia Street would also help reduce rear end accidents.
Several alternative construction scenarios are possible for the roadway work that would be necessary and are described below. From a construction standpoint, straightening the roadway and adding a left turn lane can be separated, however, the most efficient and cost effective roadway construction would occur if the projects were constructed at one time.
Alternative No. 1
Remove the "S" curve on RSF by straightening the road for a distance of approximately 1600 lineal feet and provide a left turn lane at Cadencia Street for northbound to westbound traffic. Design and construction costs for this alternative is estimated at $275,000, excluding right of way costs. Acquisition of a roadway easement would be necessary from San Diego Gas and Electric Company and La Costa Ranch Company which could result in delays to the project. If necessary to purchase the required right of way, it is estimated that the easement cost could be $100,000.

Alternative No. 2
Remove the "S" curve on RSF by straightening the road for a distance of approximately 1,600 lineal feet. Design and construction costs for this a1 ternative are estimated at $175,000. Right of way considerations and costs would be the same as Alternative No. 1. No left turn pocket would be provided at Cadenica Street.
Alternative No. 3
This alternative would provide road minor widening and a pavement overlay of the "S" curve portion and the installation of a painted median approximately 6-feet wide. Design and construction costs for this alternative are estimated at $110,000. No additional right of way would be expected for this a1 ternat i ve.
FISCAL IMPACT:
Varies depending upon the alternative selected, as discussed above. Construction estimates do not include right-of-way costs. Funds are available in the General Fund Contingency Account or in the 1988/89 Capital Improvement Program i f the Val 1 ey Street improvements scheduled for 1988/89 are deferred unti 1 1991/92.
RECOMMENDATION:
Staff recomnends that Alternative No. 1 be implemented to remove the substandard roadway geometrics that currently exist on Rancho Santa Fe Road.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING STAFF TO SOLICIT PROPOSALS FROM QUALIFIED CONSULTING CIVIL ENGINEERS TO PREPARE PLANS, SPECIFICATIONS AND COST ESTIMATES FOR ROADWAY IMPROVEMENTS ON A PORTION OF RANCHO SANTA FE ROAD.
WHEREAS, the City Council of the City of Carlsbad determines it necessary,
desirable and in the public interest to improve a portion of Rancho Santa Fe Road
by the elimination of undesirable roadway geometrics; and
WHEREAS, the City Council of the City of Carlsbad determines it necessary,
desirable, and in the public interest to initiate said roadway improvements as
expediously as possible; and
WHEREAS, the City Council of the City of Carlsbad determines it necessary,
desirable, and in the public interest to secure the professional services of a
qualified Consulting Civil Engineer to provide design services for said roadway
improvements; and
WHEREAS, funds are available in the General Fund Contingency account or in
the 1988/89 Capital Improvement Program for design and construction of said
roadway improvements;
