MP ~ RECOMMENDED ACTION: Adopt Resolution No. 8843.58 accepting bids and awarding a contract for the construction of a beach access stairway at 2701 Ocean Street, Project No. 3263. TITLE ACCEPT BIDS AND AWARD CONTRACT FOR THE CONSTRUCTION OF A BEACH ACCESS STAIRWAY AT OCEAN STREET, PROJECT NO. 3263 C~TYA ITEM EXPLANATION: On August 9, 1988, the City Council approved plans, specifications, and contract documents and authorized the advertisement of bids for the construction of a beach access stairway at 2701 Ocean Street near Beech Avenue. On September 14, 1988, two (2) sealed bids were received for this project as follows: Manuel Juarez Construction, Incorporated $ 37,885 Schaefer Construction, Incorporated $ 72,730 The Engineer's estimate for the construction portion of this project is $35,000. Staff has examined the bid documents , verified references and licenses, and the Purchasing Officer has certified the adequacy of project bonding for the low bidder. Therefore, staff recommends the award for the construction of this project to Manuel Juarez Construction, Incorporated. The access stairs, handrails, and retaining walls will be constructed within a five (5) foot wide easement held by the California Coastal Conservancy. City staff is currently preparing documentation for Council acceptance of this and numerous other access and open space easements that are currently held by the State. Award of this construction contract may proceed the City Council's future consideration of the acceptance of the access easements. FISCAL IMPACT: Based upon receipt of construction bids, the following is a summary of estimated project costs: Surveying $ 1,016 Design 4 , 825 Construction . 37,885 Construction Contingencies (10%) 3 , 789 Project Administration and Inspection 2,000 Total Estimated Project Costs $ 49,515 Page Two of Agenda Bill No. 9b66 Available Project Funding: California Coastal Conservancy funds $ 52,050 City of Carlsbad General Capital Construction Funds 30,000 Total Project Funds Available $ 82,050 Earlier this year, the City Council approved an amendment to an existing City-California Coastal Conservancy agreement providing for additional Conservancy funding up to $52,050 for the City's design and construction of this project. Based upon receipt of construction bids, all estimated project costs will be absorbed by the Conservancy's funding and will not require use of City of Carlsbad's previously appropriated General Capital Construction funds. Construction is anticipated to begin within the next two (2) weeks and require approximately sixty (60) days to complete. The City has previously secured all general plan, environmental, and California Coastal Commission issued permits and approvals required for this project. EXHIBITS : 1. Location map. 2. OCEAN STREET ACCESS STAIRWAY 132631 I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 88-358 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING CONTRACT NO. 3263 FOR THE CONSTRUCTION OF A BEACH ACCESS STAIRWAY AT 2701 OCEAN STREET WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary and in the public interest to construct a public beach access stairway at Ocean Street: and WHEREAS, the lowest responsible bid for said project was submitted by Manuel Juarez Construction, Incorporated in the amount of $ 37,885: and WHEREAS, there is sufficient project funding available in Project Account No. 300-820-1840-3263 in the amounts of $ 52,050 of California Coastal Conservancy funding previously approved and appropriated by City Council and $ 30,000 of Carlsbad General Capital Construction funds previously approved and appropriated by City Council to construct this project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as follows: 1. That the above recitations are true and correct. 2. That the bid of $ 37,885 by Manuel Juarez Construction, Incorporated, for the construction of said project /// /// /// /// /// 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 is hereby accepted and the Mayor and City Clerk are hereby authorized to execute a contract hereafter. 3. That all project funding totaling $ 82,050 representing $ 52,050 of California Coastal Conservancy funding and $ 30,000 of City of Carlsbad General Capital Construction funds are hereby appropriated to the project account for the construction of said project.
