CITY ATTY TITLE: AMENDING THE CLASSIFICATION AND SALARY PLAN FOR PRINCIPAL CONSTRUCTION INSPECTOR City Council adopt Resolution No. g8-3bL-I , adopting the classification description and salary plan for Principal Construction Inspector. ITEM EXPLANATION The Personnel Department in concurrence with the Engineering Department is recommending the creation of a Principal Construction Inspector classification. The Principal Construction Inspector will be responsible for the supervision of the City’s pub1 ic works inspection program. Staff feels that it is important and in the best interest of the City to create a specific classification for this position. This classification will enable the City to employ an individual who is highly competent in construction management and has experience managing a skilled work force in the inspection of public works projects. FISCAL IMPACT The bi-weekly salary range will be $1,640 - $2,093. This equals $42,640 to $54,418 on an annual basis. The Engineering Department wishes to convert a vacant Principal Civil Engineer position to fund for the Principal Construction Inspector. This action will result in a savings of $5,780 in salary costs and related benefits for f i scal year 1988-89. EXHIBITS 1. WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Principal Construction Inspector should be adopted and included in the City's Classification Plan and Salary Schedule. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Principal Construction Inspector as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Principal Construction Inspector to the Management Salary Scheduled at the range of $1,640 - $2,093 bi-weekly as shown in Attachment B, attached hereto and made a part thereof. Attachment A Resol uti on No. 88-364 PRINCIPAL CONSTRUCTION INSPECTOR DEFINITION Under general direction of the City Engineer to assist in planning, supervising, coordinating and directing the activities of a comprehensive public works inspection program; and to do related work as assigned. DISTINGUISHING CHARACTERISTICS Incumbent will assume lead responsibility for managing the City's public works inspection program. This will include construction project management and coordinating, assigning and supervising the work of lower level construction inspectors. EXAMPLES OF DUTIES Supervi se, train and eval uate work of construction inspectors. Supervise, plan and participate in conducting special and routine inspections of private and publ ic construction projects, inspecting materials and workmanship to assure compliance with approved plans and specifications; inspect conditions prior to the start of construction, during construction and upon completion. Assist contractors and engineers in the review and interpretation of plans and specifications for public facility construction projects. Perform a wide variety of general record keeping and statistical report preparation work related to publ ic facility construction projects. Prepare construction progress status reports as assigned. Check rough and finish grading, installation of sewer, water and storm drain .lines, streets, curbs, gutters and other facilities. Make corrections and issue motions requiring modifications to work in progress. Maintain log books and other records of inspection work. OUALIFICATIONS Know1 edae of: Fundamentals of civil engineering. Design and construction bid documents, plans, specifications and contracts. Procedures for estimating construction cost. Proper construction techniques and use of materials. PRINCIPAL CONSTRUCTION INSPECTOR, Continued Applicable state, federal and local codes and regulations. City procedures for the conduct of inspections, reporting of deficiencies and notice of corrections to be made. Ability to: Read and understand engineering plans, specifications, bid documents and contracts. Properly and thoroughly inspect workmanship and materials. Prepare and verify estimates of construction cost. Supervise, plan and participate in highly responsible construction coordination inspection work. Determine the status of construction work and verify adherence to contractual ob1 i gat i ons . Understand and carry out oral and written instructions. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative relationships with those contacted in the course of work. Effectively supervise, train and evaluate assigned staff. ExDerience and Education Any combination equivalent to the experience and education that could 1 i kely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: ExDerience: Five years experience leading to a broad knowledge of skilled public works construction and maintenance work, including two years of supervisory and construction management experience. Education: Equivalent to completion of the twelfth grade supplemented by specialized training in pub1 ic works engineering and skilled construction abilities.
