If Council Concurs, introduce Ordinanceds-* amending Title 2, Chapte 2.38 of the Carlsbad Municipal Code to delete the word "citizen" from th Chapter title and within Sections .010, .020, .030, .040, .050, .060 Direct staff to delete the word llci tizenll from all references relating th City of Carlsbad's Senior Program.
ITEM EXPLANATION;
The Senior Commission has requested to eliminate the word "citizen" from a1 references to the City of Carlsbad's Senior Programs, Senior Center ar Senior Commission. It is the opinion of the Commission that any SUC reference is redundant.
At their May 5, 1988 Senior Commission meeting it was unanimous1
recommended to eliminate the word "citizen" on all documents relating to tt
Carl sbad Senior Programs and Senior Center.

Dear Mayor Lewis:
At our regular meeting in May, the Senior Commission voted unanimously tc
recommend that the name of the new Senior Center continue as it has alway
been, the "Carlsbad Senior Center." The Commission further recommended that the word "citizen" be deleted from all references relating to the City c Carlsbad Senior Program, i.e., stationery, the ordinance establishing the Senior Commission, etc.
It is our feeling that use of the word "citizen1' in any references to the
Senior Program or Senior participants is redundant.
This letter is to request your assistance in eliminating the word "citizen"
from ail references to the City of Carlsbad Senior Center, Senior Commissic
and Senior Programs.

CHAPTER 2.38
SENIOR COMMISSION
2.38.010 - CREATED A senior commission of the City is created.
2.38.020 - MEMBERSHIP. The senior commission shall consist of five members who shall be and registered voters of the City. All commission member! appointed by the mayor with the approval of the City Council commission members first appointed, two shall be for a term of th two shall be for a term of two years, and one shall be for a t year. 2.38.030 - MEETINGS. The senior commission shall meet at such time or times as the may establ ish by rule, provided that a regular meeting shall least once each month. 2.38.040 - FUNCTIONS. It is the responsibility of the senior commission to make recoml to the City Council and to advise the City Council on the spec and concerns of seniors including the creation, operation, ma management and control of senior programs, activities and facil

2.38.050 - FUNDS - DISPOSITION OF MONEY. The senior commission is authorized to and may receive donatio legacies, endowments or bequests made to the City or to the comm or on behalf of the City. All donations, gifts, legacies, end bequests so received by the commission shall be turned over tc treasurer and shall be kept in a special fund to be designal senior fund. All moneys in the fund shall be used for supervision and operation of senior programs. No moneys in the be spent without prior council authorization.
2.38.060 - POWERS DELEGATED TO COMMISSION TO BE ADVISORY. Nothing in this chapter shall be construed as restricting or curl of the powers of the City Counci 1, or as a delegation to ' commission of any of the authority or discretionary powers imposed by 1 aw in the City Council. The City Council declare public interest, convenience and welfare require the appoint senior commission to act in a purely advisory capacity to the Ci for the purposes enumerated.
