TITLE:
AMENDING THE CLASSIFICATION PLAN FOR RECREATION SPECIALIST AND RECREATION SUPERVISOR I
ITEM EXPLANATION
The Personnel Department, in concurrence with the Parks and Recreation Department, is recommending that the classifications of Recreation Specialist and Recreation Supervisor I be revised. Staff believes that the educational requirements for these positions need to be updated.
Staff recently reviewed the Recreation Department's classification plan beginning with part-time Recreation Leader and continuing through Recreation Supervisor 11. It is recommended that the educational requirements for Recreation Specialist and Recreation Supervisor I be revised in order to form a more clearly defined career path. The intention is to create a career series by requiring that a certain level of education be obtained before advancing up the career ladder.
The agencies in San Diego County were surveyed on educational requirements for Recreation Supervisor I. Of the ten agencies in the County who have comparable classifications, eight require a Bachelor's degree. Revising the educational requirements for Recreation Specialist and Recreation Supervisor I will enable the Personnel Department to become more effective in recruiting and screening the most qualified individuals.
The amendments to the classifications are as follows:
1. The Recreation Specialist will require an Associate of Arts degree or equi val ent .
2. The Recreation Supervisor I will require a Bachelor's degree or equivalent.

RESOLUTION NO. 28-398
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY TO REVISE THE CLASSIFICATIONS OF RECREATION SPECIALIST I AND RECREATION SUPERVISOR
WHEREAS, the City Manager recommends and the City Council concurs, that the
education requirements for Recreation Specialist I and Recreation Supervisor I
be amended.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to revise
the classification of Recreation Specialist I described in Attachment A,
attached hereto and made a part thereof.
3. That the City Council authorizes and directs the City Manager to revise
the classification of Recreation Supervisor I described in Attachment B,
attached hereto and made a part thereof.

DEFINITION
Under general supervision, to perform responsible recreation work in specialist recreation program activities of the City; to participate and assist in supervising recreation programs; and to do related work as assigned. This one position classification is entry level in the Professional Recreation series.
EXAMPLES OF DUTIES
Provide supervision and directly participate in specialized recreation program activities.
Provide skilled recreation leadership or instruction at recreation facilities.
Maintain inventory control, activity and progress records.
Assume responsibility for the scheduled use and maintenance of one or more recreation facilities.
Develop and organize speci a1 i zed recreation programs.
Respond to citizen complaints and requests for information.
Assist in coordinating recreation activities with other City departments and divisions, and with outside agencies.
Assist in supervising, training and evaluating assigned staff.
Make pub1 ic presentations and prepare reports.
OUAL I F ICATIONS
Knowledqe of
Philosophy, principles and practices of public recreation programs.
First aid methods, practices and safety precautions related to any recreational program.
Basic supervisory practices and skills.
Abilitv to
Communicate clearly and concisely, orally and in writing.

Establish and maintain cooperative working relationships with those contacted in the course of work.
Work weekends, holidays and evenings as assigned.
ExDeri ence and Education
Any combination equivalent to the experience and education that could 1 ikely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Fxoerience: One year of experience involving the implementation of a recreation, specialized leisure activity or community service program preferably supplemented by experience in pub1 ic or business administration.
Education: Equivalent to an Associate of Arts degree from an accredited college or university with major course work in recreation, physical education or re1 ated field.
Possession of a valid Class I11 driver’s license.
Must meet State of Cal i forni a Tuberculosis test requirements.
RECREATION SUPERVISOR I

DEFINITION
Under general supervision, to perform responsible recreation work in a variety of recreational program activities of the City; to conduct, organize and assist in supervising recreation programs; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS
This is the entry class in the Recreation Supervisor series. Incumbents assigned to this class have lead supervisory responsibility over a limited number of recreation program activities which involve full -time and part-time staff. Incumbents shall be expected to organize and carry out recreation program assignments under limited supervision.
EXAMPLES OF DUTIES
Provide lead supervision and directly participate in a variety of Citywide recreation program activities.
Provide skilled recreation leadership or instruction at recreation facilities.
Maintain activity and progress records; maintain inventory control.
Assume primary responsibility for the maintenance and use of one or more recreation facilities.
Assist in developing and organizing a variety of recreation programs for all age groups.
Respond to citizen complaints and requests for information.
Assist in coordinating recreation activities with other City departments and divisions, and with outside agencies.
Assist in supervising, training and evaluating assigned staff.
