H/1/88 PEPT TITLE: APPROVAL OF A CONSULTANT AGREEMENT FOR THE DESIGN OF THE VISTA/CARLSBAD INTERCEPTOR SEWER, PROJECT NO. 3182 DEPT. H CITY ATTY CITY O QCa. RECOMMENDED ACTION: Adopt Resolution No.8.&_l2£LJ approving a consultant agreement with Wilson Engineering, Incorporated, for the design of the Vista/ Carlsbad Interceptor Sewer, Project No. 3182. ITEM EXPLANATION; Sewage from the City of Vista and the northern portion of the City of Carlsbad flows through a large interceptor sewer to the Agua Hedionda Pump Station and then to the Encinas Water Pollution Control Facility. In downtown Carlsbad, the sewer follows Jefferson Street south to Grand Avenue, then turns west to the AT&SF Railroad right-of-way, and turns south again along the railroad tracks. According to the December, 1987 City of Carlsbad Sewer Master Plan, anticipated growth demand for capacity in this major interceptor will require expansion of the line by 1990. The lengths of the sewer to be upsized run from Jefferson Street at 1-5 to a point along the railroad tracks south of Tamarack Avenue. The City of Carlsbad currently owns from 27% to 37% of the line's capacity; Vista owns the remainder. The variation of percentages of ownership between the two (2) agencies depends upon the location and flow within each individual reach of the interceptor system. The ownership percentages of the interceptor sewer after construction will reflect the relative capacity demand of the two cities. An investigation of alternative sewer routes will be made to determine the best course for the new sewer. Routes that avoid the village area of downtown Carlsbad will be given a strong preference. Construction will be coordinated with the Streetscape program so that new improvements are not affected. Four (4) proposals from qualified engineering consultants were reviewed by staff from the Cities of Vista and Carlsbad. Wilson Engineering, Incorporated, was identified as the firm considered most qualified for this project. The design proposal includes preparation of design plans and specifications. Construction inspection is also provided for the lump sum price of $139,600. Staff recommends approval of the attached consultant agreement. FISCAL IMPACT; The City Council has previously appropriated a total of $2,520,000 in the 1985-86 and 1986-87 Capital Improvement Program budgets for the Vista/Carlsbad Interceptor Sewer replacement _ project. Of that amount, $200,000 was subsequently transferred O from the project account for the design of the upgrade of the 3 Agua Hedionda Pump Station which is nearing completion. OO Page Two of Agenda Bill No. Design costs of $139,600 will be paid directly by the City of Carlsbad subject to reimbursement by the City of Vista upon execution of a formal agreement specifying each City's usage and cost share in the system. An estimate of construction costs will be available when the preliminary design and route study is completed. Construction and design costs will be paid by the City of Vista in proportion to the capacity rights required for their current and future development. EXHIBITS: 1. Location map. 2. That the above recitations are true and correct. 18 2.
