RECOMMENDED ACTION:

awarding the bid for handguns to Long Beach Uniform co., Inc.
ITEM EXPLANATION;
Last Jun~, the Police Department's rangemasters submitted
to the Police Chief a proposal to replace their present
revolvers with semi-automatic handguns. The new weapons
will improve the safety of the officers by allowing them
to~have additional ammunition available. The revolvers
hold six cartridges, while the semi-automatic capacity
varies between 13 to 16 rounds. Also, a survey was made
in San Diego county showing every law enforcement agency
has or soon will offer the semi-automatic as an optional
weapon to their officers. When the new weapons are received,
the present revolvers not being used will be sold.
In acpordance with Section 3.28.120 of the Municipal Code,
Notice to Bidders was published and Request for Bids was made
of seven vendors. Three responses were received, opened,
witnessed and recorded on October 21, 1988,
The lowest responsive bid for 60 handguns was received from Long
Beach Uniform Co,, Inc., 2789 Long Beach Blvd., Long Beach,
CA 90806, in the amount of $22,796.33, including tax.
FISCAL IMPACT;
Unencumbered funds in tlle amount of $55,348.41 are available in
Account No. 121-840-2110-2660 for the purchase of handguns
costing $22,796.33.

The department's rangemasters have submitted a proposal for
on-duty 9mm semi-automat:ic handguns. I am recommending approval
of the handgune as an optipn for. officers.
There are essentially three issues which are involved in the choice of a hand9un1
.. fire power
-reliability
-safety
FIRE POWER
All revolvers hold six cartridges 1 the semi-automatic capacity
varies between 13 to 16 rounds, Reloading is much faster with
the automatie than the revolver.
Reliabilitl
Modern semi-automatics are essentially as reliable as revolvers,
Top grade ammunition is necessary and tests by departmental
personnel have validated the reliability to my satisfaction.
Safety
Safety With firearms is always of paramount concern. All
semi-automatics are a single action after the first shot is fired.

semi-automatic pistol as the single action mode requires far less trigger pressure to fire.
The rangemasters have designed a comprehensive training and
certification pro9r~m which I am confident will result in a safety standard which I will require.

The department currently purchases ~nd provides Smith and Wesson
(S&W) Model 66 revolvers at an appro>eimate cost of $225. The
approximate cost of the S&W semi-automatic is $375. There is
a trade-in value to our old S&W revolvers; however, the
comprehensive cost total is unknown as the program is designed
to be voluntary.
I had Lieutenant Don Lewis survey· county agencies (see attached)
which resulted in the fact that every department in the county
has or soon will offer the semi-automatic as an optional handgun.

()F CARLSBAD, CALIFORNIA, ACCEPTING A BID AND
AUTHORIZING THE EXEC:UTION OF A PURCHASE ORDER
FOR THE PURCHASE OF HANDGUNS.
BE IT P..ESOLVED BY THE CITY COUNCIL of the City of
Carlsbad, California as follows:
1. That the bid for 60 semi-automatic handguns from Long
Beach Uniform, 2789 Long Beach Blvd., Long Beach, CA 90806,
is hereby accepted and the Purchasing Officer is hereby
authorized to execute a Purchase Order in the amount of
$22,796.33, including tax.
PASSED, APPROVED AND ADOPTED by the City council of the
city of Carlsbad at a regular meeting held on the _a_t_h __ _
day of November , 1988, by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson
