ADJUSTMENT TO THE MANAGEMENT SALARY PLAN I ATG.-11-22-88

RECOMMENDED ACTION:
Adopt Resolution No. ff'3f3 approving an adjustment to the Management Salary
Plan effective September 1, 1988.
ITEM EXPLANATION:
On July 7, 1987, City Council adopted Resolution No. 9147 approving a
Memorandum of Understanding with CCEA. The term of the memorandum is for
approximately two years expiring on June 30, 1989.
The second year of the MOU stipulates that a salary survey be conducted during
September 1988. The purpose of the salary survey is to determine the average
top step merit salary among the eligible agencies and to raise Carlsbad's top
step merit salaries to equal the county-wide average. Article 8B identified
the procedures which were used in gathering and interpreting the salary data
in order to accomplish the agreed to adjustments.

Salary adjustments are
According to Council Policy Statement No. 36, general salary increases granted
to miscellaneous employees' bargaining units shall be passed through to
miscellaneous management employees as they are granted to other bargaining
units. Therefore, the average percentage increase of 4.2% will be passed
through to miscellaneous management employees as they are granted to other

1988.
FISCAL IMPACT:
The salary adjustments and related benefits for FY 1988-89 are $141,027
and will be supported by a transfer from the Contingency Fund.
Fund balance will be $1,103,066.

RESOLUTION NO. 88-393
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ADOPTING AN ADJUSTMENT TO THE MANAGEMENT
SALARY PLAN FOR THE MISCELLANEOUS MANAGEMENT EMPLOYEES.
WHEREAS, Council Policy Statement No. 36 specifies that general salary
increases granted to the miscellaneous employees' bargaining unit shall be
passed through to miscellaneous management employees; and
WHEREAS, the miscellaneous employees received salary increases, ranging
from 0% to 11.9%, effective September 1, 1988.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That a 4.2% salary increase be passed through to the misceilaneous
management employees, retroactive to September 1, 1988.
3. That the Management Salary Plan set forth in Exhibit A, attached
hereto and made a part thereof, is adopted.
4. That the following amounts are hereby appropriated from the fund
balances :
a. $1,263 from the fund balance of the housing fund to the salary
account of the Housing Department,
b. $2,198 from the fund balance of the redevelopment fund to the
salary account of the Redevelopment Department,
c. $1,570
account of Sanitation Department,
$5,012
account of the Water Department,
$3,244
from the fund balance of the sanitation fund to the salary
d. from the fund balance of the water fund to the salary
e. from the fund balance of the vehicle maintenance fund to
the salary account of the Vehicle Maintenance Department,

f. $1,480 from the fund balance of the street lighting fund to the
salary account of the Street Lighting Department, and
g. $126,260 from the contingency fund to the salary accounts of the
appropriate departments.
