RECOMMENDED ACTION:
FOR SANTA FE KNOLLS/ MISION ESTANCIA AND LA COSTA AVENUE IMPROVEMENTS CARLSBAD TRACT NO. 85-05
Accept the offsite public improvements, for portion of La Costa AI Mision Estancia built as part of Santa Fe Knolls, Unit 3, CT 85-05, i City Clerk to record the Notice of Completion, release bonds, and d- Utilities and Maintenance Department to commence maintaining Mision and the offsite storm drain.
ITEM EXPLANATION:
The Developer has constructed all improvements required of this prc has requested the City to accept the Public Improvements itemized in E: City forces have inspected the public improvements and found thi satisfactory. The remaining portions of Mision Estancia and La Costa I will be released with the acceptance of the improvements for Minor SUI
650 and Carlsbad Tract 84-07 concurrently being processed with this acc The Developer is required to maintain twenty-five percent of the performance bond to secure a warranty for the period of one year.
FISCAL IMPACT:
The Utilities and Maintenance Department will be required to mail public improvements. The value of the improvements are esti $1,683,150.00.

I had been advised some time back that the as-builts for M Estancia were complete except for showing recording of sewerline easement to Leucadia County Water District.
I am happy to tell you that easement finally recorded on Jun 1988, as file no. 88-271426. A copy of the signed easeme enclosed for your file.
It is my understanding that with the easement recorded an shown on the Construction drawings, this project is now com
and ready to go to City Council with your department's recom ation for acceptance. Obviously an important aspect to us o
acceptance process is the release and/or exoneration of va
bonds.

In addition to the Daon/BCE Development bonds, the La Costa
Company had delivered bonds 6126638 and 9775998 from Fidelity
Deposit Company of Maryland in connection with the Santa Fe Kn
project. The original request of the Rancho La Costa Trust Dissolution
letter.
Tim, as you are only too aware, getting to this point has
exceedingly difficult and time consuming. At this point ther extreme pressure for this project particularly to obtain the releases. With all now in order, I hope you will be able to pare the agenda bill without further delay. Please let me
the approximate date this will go to Council and call if your
questions.
