ITEM EXPLANATION:
The San Diego County Area Agency on Aging is accept applications for the Senior Center Bond Act of 1984, also knc as Proposition 30. This grant provides funding for '
acquisition, renovation, start up costs and equipment for Sen programs. The deadline for applications is December 5, 1988, w the award of funds being anticipated for January 1, 1989.

In the construction budget for the new Carlsbad Sen
Center/Carlsbad Education Center, $150,000 has been budgeted purchase only equipment essential to operate the new Senior Cen
(i.e., appropriate office equipment, tables and chairs, couch lamps, etc.) Additional equipment (billiards tables, mo
projector, television, patio furniture, etc.) will need to purchased to complete the furnishing of the facility.
A successful application for the Senior Center Bond Act
1984 would allow the City an opportunity to take advantage grant funds and maximize our ability to extend the furnishings the new Senior Center with no additional cost to the City.
If City Council concurs, staff will prepare a gr
application for the total amount available ($66,842) to purch
equipment for the new Carlsbad Senior Center.
SENIOR COMMISSION RECOMMENDATION:
At their regular meeting, November 3, 1988, the Carls Senior Commission voted unanimously to recommend that the City Carlsbad apply for $66,842 from the Senior Center Bond Act of 1 to purchase equipment for the new Carlsbad Senior Center.

This is to inform you that the County of San Diego Area Agency c
Aging has issued Requests for Proposals (RFP) to apply for fundi1
under the California Senior Center Bond Act of 1984. Funds may 1:
used for the purpose of acquiring, renovating, constructing, ai
purchasing equipment for senior centers, or funding start-up cos1
of programs.
There is $66,842 available for a project in Supervisorial Distric
5. A 15% local match is required. Current grantees, who applic
in July 1985, are not eligible to apply for these funds. Successf
grantees will contract with the California Department of Agi
(CDA). It is the intent of CDA that the contract begin Janua
1,1989. Projects must be completed by 12-31-89.
RFPs may be picked up at the Area Agency on Aging, 416
Marlborough Ave., San Diego, CA 92105 during business hours (8
to 5PM, Monday through Friday). They are due' at the same addre
no later than 5 PM on December 5, 1988.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA APPROVING THE APPLICATION FOR FUNDS UNDER THE CALIFORNIA SENIOR CENTER BOND ACT OF 1984 FOR THE PURCHASE OF EQUIPMENT FOR THE NEW CARLSBAD SENIOR CENTER
WHEREAS, the people of the State of California have
approved the Senior Center Bond Act of 1984, which provides
funds to public and private non-profit agencies for the
purpose of acquiring, constructing, altering or renovating
senior centers and purchasing equipment or funding start-up
costs for senior centers; and
WHEREAS, California Department of Aging has been
delegated the responsibility for the administration of the
program, setting up necessary procedures governing application
by local agencies under the program: and
WHEREAS, said procedures established by the California
Department of Aging require the applicant to certify by
resolution the approval of applications prior to submission
of applications to the State; and
WHEREAS, the project applied for under this program must
be of a high priority and satisfy the most urgent need with
priority on unmet senior center needs from rural, low income
and racial or ethnic minority areas:

NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Carlsbad, California, hereby:
1. Approves the filing of an application for funding under the Senior Center Bond Act of 1984:
2. Certifies that the senior center will be available for
use by all senior citizens:
Certifies that said agency has or will have sufficient funds or other resources to operate and maintain the senior center funded under this program: and
4. Certifies that said agency has or will have available prior to commencement of any work on the project, matching money from a non-federal or non-state source: and
Certifies that said agency will comply with all federal, state, and local environmental, public health, relocation, affirmative action, and clearinghouse requirements and all other appropriate codes, laws and. regulations applicable to the project; and
Certifies that the project included in this application conform to the Area Plan on Aging for the Planning and Service Area in which the senior center is located: and
Appoints the Parks & Recreation Director as agent of the City of Carlsbad to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests, reports, and so on which may be necessary for the completion of the aforementioned project.
