TITLE: ENCINA WPCF SHORT TERM CAPACITY MANAGEMENT POLICY OIU§I O& Oz OO RECOMMENDED ACTION: Council approve by minute motion the proposed Encina WPCF Short Term Capacity Management Policy. ITEM EXPLANATION: In comparing existing capacity ownerships and agency flows, the Encina Joint Advisory Committee (JAC) became concerned about the availability of treatment capacity at Encina through construction of the Phase IV expansion. To address this concern, JAC retained a consultant to develop a short range strategy to insure capacity availability for all agencies through construction of the expansion. The attached policy continues historic practices at Encina with the exception of the capacity monitoring program. In the past, Encina has monitored only actual flows. Under the new program, capacity will be monitored on flows and permit commitments issued. Under the new policy, when an agency's flow commitments reach their capacity ownership, they are required to report to JAC how they propose to provide for future capacity within their jurisdiction. EXHIBITS: Term Capacity Management^olicy Vo^ **"^ Ref: 2Q.5062 PURPOSE - To establish a policy minimizing the disruption of wastewater service in the Encina service area prior to the completion of Phase IV. BACKGROUND - The Encina Phase IV Expansion Project is scheduled for completion by mid-1991. A short term capacity manage- ment study was accepted by the Encina Joint Advisory Committee (JAC) on September 7, 1988. That study exa- mined the Encina service area treatment needs over the short term, i.e., until the completion of Phase IV. The report concluded that given the current situation, there should be sufficient treatment capacity within the ser- vice area until mid-1992; after that, the Phase IV capacity would be used. However, individual agencies may face capacity shortfalls and/or present trends may change significantly, and a basin wide shortfall could occur prior to the completion of Phase IV. Upon exa- mining the situation on capacity, the member agencies set the following policy: POLICY - 1. The agencies shall agree to present to JAC, the method or methods to be utilized by such agency(s) to meet future commitments, when an agency's monthly flow plus its commited flows (commited flows are calculated using an agency's planning flow per EDU) reaches its owned and leased capacities. Pag'e Two ^. '•*«* Ref: 2Q.5062.1 2. Interagency lease agreements and/or permanent exchanges of Encina capacity shall continue to be the method of meeting individual agency shortfalls. 3. When the Encina service area flows reach 26.5 million gallons per day (MGD) on a monthly basis the member agencies will consider the following correc- tive action after due consideration is given to the estimated Phase IV completion date: A. Curtailment of all groundwater clean ups and acceptance of septage discharges at the Encina plant. B. Restricting Oceanside flow to that from the "Wilcox Triangle Area". C. Transfer ing a portion of Vista's flow, origi- nating in the Encina service area, to Oceanside. D. Activation of the Calavera Hills treatment plant to its maximum liquid and solids treatment capacity. E. Rehabilitation of the anaerobic digester at the Gafner Treatment plant to obtain additional solids treatment capacity. F. Other options, including direction of member agency flows to treatment plants outside the service area. 4. The member agencies shall provide on a monthly basis to the EAA: A. A total EDU count of legally binding commitments to serve and the estimated schedule of actual flow associated with the commitments. 5. This policy shall expire upon completion of the Phase IV project.
