RECOMMENDED ACTION:
Adopt Resolution No. ffd*@ approving plans and specifications and authorizing the City Clerk to advertise for bids for the construction of traffic signals and signal interconnection, project Nos. 3272, 3274, 3279, 3281, and 3282.
ITEM EXPLANATION:
The following traffic signal and interconnection projects were approved by the City Council in the 1987-88 Capital Improvement Program budget:

The proposed traffic signal at Arenal Road would provide City Fire Station No. 2 at that location safer emergency response access onto El Camino Real. The traffic signal at Elm Avenue and Highland Drive replaces the four-way stop at that intersection. The traffic signals at Tamarack Avenue and Kelly Drive on El Camino Real are not presently operating in a coordinated manner. The installation of a hard wire interconnection system between the two (2) signals will allow the majority of through traffic on El Camino to stop only once thereby making the flow more efficient.
Similarly, the new traffic signals on Tamarack Avenue at Adams Street and the 1-5 freeway ramps will be interconnected with existing traffic signals at Jefferson Street and Pi0 Pic0 Drive. The City has obtained approval from the State of California, Department of Transportation (CALTRANS) to construct the ramp signals which are within the State right-of-way. The existing signs and pavement striping on Tamarack Avenue will be modified to provide safer vehicle movements into the stopping center, freeway ramps, and sidestreets.

Pedestrian ramps and sidewalks will be constructed at unimproved corners receiving new traffic signal poles. New striping, signage, overhead illumination, and opticon emergency vehicle detection systems will be constructed at all new traffic signal locations. Interfering overhead utilities at Tamarack and Adams will be raised to accommodate the signal's mast arm. This work will be accomplished by the affected utility companies at the time of the signal construction.
The contract documents require construction to be completed within 160 calendar days following the issuance of the Notice to Proceed. Separate lump sum bid prices will be obtained for each traffic signal and the interconnection system. However, the contract documents have been prepared in such a way as to enable the award of the contract to the overall lowest responsible bidder upon approval of the City Council. This combined project represents the largest single traffic signal contract advertised for bid by the City of Carlsbad. Staff believes this approach will attract greater contractor interest and result in increased construction coordination and potential construction economies.
GENERAL PLAN CONSISTENCY:
The five (5) traffic signal and interconnection projects have been previously approved by the Planning Commission as being consistent with the City's General Plan as elements of the 1987-
88 City Capital Improvement Program budget.
FISCAL IMPACT:
The City Council has appropriated funds to the following accounts in the 1987-88 CIP budget:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS, AND AUTHORIZING THE CITY CLERK
TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF
TRAFFIC SIGNAL AND INTERCONNECTION SYSTEMS
WHEREAS, the City Council of the City of Carlsbad,
California, has determined it is necessary and in the public
interest to construct traffic signal systems at the
intersections of El Camino Real and Arena1 Road, Elm Avenue and
Highland Drive, Tamarack Avenue and Adams Street, and Tamarack
Avenue and the 1-5 freeway ramps and the interconnection of
existing traffic signals at Tamarack Avenue and Kelly Drive on
El Camino Real: and
WHEREAS, plans and specifications for the furnishing of
all labor, materials, tools, equipment, transportation and other
expenses necessary or incidental for said projects, have been
prepared and are on file in the Municipal Projects Department of
the City of Carlsbad: and
WHEREAS, the City Council of the City of Carlsbad,
California, has appropriated funds for the construction of said
projects.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, California as follows:
1. That the above recitations are true and correct.
2. That the plans and specifications as presented
hereby approved.

3. That the City Clerk of the City of Carlsbad is
hereby authorized and directed to publish, in accordance with
law, Notice to Contractors inviting bids for the construction
of the above referenced traffic signal and interconnection
systems.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 6th day of December I
1988 by the following vote, to wit:
