ITEM EXPLANATION The Personnel Department in concurrence with the Uti1 ities and Maintenance Department has developed the job classification for Assistant Utilities and Maintenance Director. The Utilities and Maintenance Department has a need for an Assistant Director to help manage the daily operations of the various divisions of the Department. This includes the divisions of Street Lighting, Sanitation, Building Maintenance, Water, Streets and Fleet Maintenance. This position was approved and funded for in the fiscal year 1988-89 budget. FISCAL IMPACT The bi-weekly salary range will be $1,886 - $2,407. on an annual basis. This equals $49,036 - $62,582 The position was funded in the fiscal year 1988-89 budget. EXHIBITS 1. WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Assistant Utilities and Maintenance Director should be adopted and included in the City’s Classification Plan and Salary Schedule. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Assistant Utilities and Maintenance Director as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Assistant Utilities and Maintenance Director to the Management Salary Scheduled at the range of $1,886 - $2,407 bi-weekly as shown in Attachment B, attached hereto and made a part thereof. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 13thday of December , 1988, by the following vote, to wit: AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson ATTEST : (SEAL) Attachment A Resolution No. 88-4a5 ASSISTANT UTILITIES AND MAINTENANCE DIRECTOR DEFINITION Under general direction of the Utilities and Maintenance Director, to assist in organizing and supervising the various field maintenance service programs and activities including pub1 ic works, water utility, sewer, buildings and equipment construction, maintenance and repair services, and fleet management services; and to do related work as assigned. EXAMPLES OF DUTIES Assist in the development of goals, objectives, policies and priorities for the Department. Analyze data, make recommendations, prepare reports and make presentations on the formulation of policies and procedures and staffing and organizational requirements. Review and approve work orders for various maintenance and construction jobs and meet with superintendents and supervisors to discuss work planning, scheduling and progress; coordinate departmental recommendations for the purchase of equipment and supplies. Coordinate water and sewer maintenance, customer service and facil i ty operations and activities with other City departments, divisions and outside agencies. Research modern public works maintenance and construction methods, formulate and enforce rules, procedures and policies for efficient and effective operation of the department; give advice and assistance to supervisors as required. Prepare complex staff reports and present both written and oral reports to the Utilities and Maintenance Director City Manager and City Council. Attend County and area conferences and meetings with other public officials. Assist in coordinating maintenance service programs with other City departments and divisions and with outside agencies. Assist in the selection of assigned staff. Assist in budget preparation and administration. May serve as acting Uti1 i ties and Maintenance Director as assigned. QUALIFICATIONS Know1 edae of: Modern methods of constructing, maintaining and repairing streets, curbs and gutters. ASSISTANT UTILITIES AND MAINTENANCE DIRECTOR, Continued Water distribution systems maintenance and repair, and customer service operations. Principles of training and supervision. Principles of modern fleet management, building construction maintenance and repai r. Custodial maintenance and building repair operations. Principles and practices of sewer system installation, maintenance operation and repai r. Abilitv to: Communicate clearly and concisely, orally and in writing. Read and interpret construction plans and specifications. Plan and supervise the work of construction and operating personnel. Prepare comprehensive and technical reports. Establish and maintain cooperative relationships with those contacted in the course of work. Supervise, train and evaluate subordinates. ExDeri ence and Educat i on Any combination equivalent to the experience and education that could 1 ikely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: ExDerience: Five years of increasingly responsible public works construction and maintenance experience including at least two years of supervisory experience. Education: Equivalent to the completion of a bachelor's degree in public administration, business administration or a related field.
