HI BOARD OF THE SAN DIEGO SERVICE CITY ATl AUTHORITY FOR FREEWAY EMERGENCIES _ CITY MG Adopt Resolution Nopp~ T- 9authorizing compensation to SAFE Board members. ITEM EXPLANATION'. Legislation authorizing compensation of SAFE Board members was passed this year to allow up to $100 per member per meeting not to exceed $S00 in a single month. When a majority of the Cities and county of San Diego approve the attached resolution compensation will commence. The San Diego Authority; for Freeway Emergencies (SAFE) was formed as a result: of legislation adopted in 1986. The sole purpose of this organization is to implement, maintain and operate a motorist aid system on portions of'the California Freeway and expressway system located in San Diego County. As a result of this organization's efforts, freeway call boxes have been established on I- 51 and in the future, will be provided elsewhere on the counties' freeways and other state highways such as Highway 76. On February 17tb of this year, the original legislation Of 1986 was amanded to allow the City Councils and the Board of Supervisors to authorize compensation to SAFE Board members. Since 1986, SAFE meetings taking place more than once a month have been inf:.equez%t, and the group anticipates that as the call boxes are installed, meetings will be held only quarterly to insure that proper maintenance is provided. The seven SAFE members are appointed as follows: The County Board of Supervisors appoint two members, the League of California Cities's Executive Committee, through the Mayors selection committee, appoint the other five members. (Two members from the City of San Diego, plus one member from each North County, South County, and East County.) The funds to pay for the meetings and expenses come from a $1.00 per vehicle registration fee imposed by the San Diego Service Authority and designated for the implementation, maintenance and operation of the freeway call box system in San Diego County. In addition, the law allows reimbursement for members' actual and necessary expenses incurred in the discharge of their duties. A copy of the bill is attached for your review. On behalf of the Board, I am requesting authorization from the cities and the Board of Supervisors to provide compensation to SAFE Board members. The members of the Board of the San Diego Service Authority for Freeway Emergencies have been working hard since January 1986 to provide a freeway call box system for the citizens of San Diego County. I am happy to report that the system is now being installed and is already helping many motorists receive the assistance they need on the freeways. The system in the urbanized portion of the County will be completed in early 1989. A draft resolution for approval by your council is attached.
