RECOMMENDED ACTION:
Adopt Resolution No. gp#38 rejecting all construction bids ar authorizing the City Clerk to readvertise for bids fc restoration work on islands in the Buena Vista Lagoon, Projec

I ITEM EXPLANATION:
On April 28, 1987, the City Council adopted Resolution No. 90:
approving a Joint Powers Agreement between the City of Carlsb;
and the California Department of Fish and Game for kl
restoration of sea bird nesting islands in Buena Vista Lagoo] The agreement provides for full State funding for the work to 1 administered and construction managed by the City of Carlsbad.
On October 25, 1988, the City Council adopted Resolution No. 81
370 authorizing the advertisement of bids for the restoratic work. The work consists of minor regrading and the placement c sand to provide a suitable nesting area for the California Lea: Tern and other species. On December 2, 1988, the following bic
were received by the City:

The bids received are significantly higher than the availab
State funding of $123,837 plus accumulated interest. Sta
believes that a less stringent specification for the import sand would result in potential cost savings while satisfyi the biological objectives of the project. White silica sa
originally specified in the construction documents would replaced by light grey river bottom sand which is available fr
local suppliers and considerably less expensive. State Fish a
Game has approved this substitution.
Staff recommends the construction bids received by the City
December 2, 1988 be formally rejected and the City Counc
authorize the readvertisement of bids at this time. New bi
would be received tentatively on January 20, 1989 wi
construction to begin in approximately early March. With th
schedule, the project could be completed prior to the beginni of the nesting season.
FISCAL IMPACT:
Funds from the State of California Department of Fish and Game
the amounts of $101,589 and $22,248 have been previous
appropriated to the respective project account numbers 180-82
8125-3258 and 180-820-8107-3258 for this project.
