City Council adopt Resolution No. ff-#3/ , amending the classification descriptions for Associate Planner, Senior Planner, Principal Planner and Assistant Planning Director.
ITEM EXPLANATION
The Personnel Department in concurrence with the P1 anni ng Department is recommending that the classification descriptions for Associate Planner, Senior Planner, Principal Planner and Assistant Planning Director be revised. These revisions were required to clarify the requirements that separate each level of professional planner. The intent of these revisions is to ensure that there is a clearly defined career ladder in the Planning series.
The classification of Principal Planner is one that has not been used in the City in several years. As a result, the salary range for the position has been dropped The appropriate bi-weekly salary range for Principal Planner should be established at $1,709 - $2,181. , off the Management Salary Schedule.
FISCAL IMPACT
There are no costs associated with the changes.

RESOLUTION NO. 88-431
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASS I F I CATION PLAN OF THE CITY REVISE THE CLASSIFICATION OF ASSOCIATE PLANNER, SENIOR PLANNER, PRINCIPAL PLANNER AND ASSISTANT PLANNING DIRECTOR.
WHEREAS, the City Manager recommends and the City Council concurs that the
classifications of Associate Planner, Senior Planner, Principal Planner and
Assistant Planning Director be revised in the City’s Classification Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to revise
the classification of Associate Planner (Attachment A), Senior Planner
(Attachment B), Principal Planner (Attachment C) and Assistant Planning Director
(Attachment D), as described in Attachments A-D, attached hereto and made a part
thereof.
3. That the City Council authorizes and directs the City Manager to add
the title of Principal Planner to the Management Salary Schedule, at the range
of $1,709 - $2,181 bi-weekly as shown on Attachment E, attached hereto and made
a part thereof.

DEFINITION

Under general supervision, to perform difficult professional and technical staff work involving current and advanced planning programs; and to do related work as assigned.
EXAMPLES OF DUTIES
Participate in a variety of planning programs involving current and advanced planning, coastal zone environmental analysis, code enforcement and other speci a1 project areas.
Meets with developers, architects, engineers and others involved in privately sponsored residential, commercial and industrial projects; reviews and evaluates project plans for conformance to established land use regulations, codes and policies.
Prepares ordinances, resolutions and staff reports to the City Council, Planning Commission and others regarding departmental planning activities.
Participate in the conduct of complex studies relating to the social, economic and physical development of the community.
Coordinate and participate in the preparation of environmental reviews and the updating of environmental requirements.
May serve as staff to the Planning Commission and other commissions and committees as assigned.
Make authoritative interpretations of applicable regulations and policies.
Respond to difficult citizen complaints and requests for information.
Represent the City in the community and at professional meetings as required.
Assist in coordinating program activities with other City departments and divisions, and with outside agencies.

Under general direction, to perform difficult and highly complex technical staff work involving current and advanced planning programs and other special projects as assigned; to assume lead responsibility for one or more planning program areas; and to do related work as assigned.
EXAMPLES OF DUTIES
Assist in the implementation of goals, objectives, policies and priorities.
Meets with developers, architects, engineers and others involved in privately sponsored residential , commercial and industrial projects.
Assist in providing supervision and guidance to other professional and technical staff in the review and evaluation of project plans for conformance to established land use regulations, codes and policies.
Participates in the evaluation of more complex projects and the implementation of more compl ex pl anni ng programs.
May work independently on one or more complex planning studies.
Make authoritative interpretations of applicable regulations and policies.
Respond to difficult citizen complaints and requests for information.
Represent the City in the community and at professional meetings as required.
Coordinates and participates in the preparation of ordinances, resolutions and reports to the City Council, Planning Commission and others regarding departmental planning activities.
Evaluates and monitors outside consultants hired to prepare planning or environmental studies.

PRINCIPAL PLANNER
DEFINITION
Under general direction of the Assistant Planning Director, to assume lead supervisory responsibility for major planning programs as assigned; to assist in the coordination of the daily departmental administrative activities; to assist in the coordination and supervision of other professional and technical staff; and to do related work as assigned.
EXAMPLES OF DUTIES
Assist in the development and implementation of goals, objectives, policies and priorities.
Provide lead supervision and guidance for other professional staff and participate in the conduct of complex studies relating to the social, economic and phys i cal devel opment of the community .
Assist in coordinating a program of staff assistance to the Planning Commission and other commissions and committees in planning matters, including the preparation of reports and recommendations .
Assist in the coordination of routine departmental purchasing, personnel, budget and re1 ated admi ni strati ve activities .
Make oral presentations concerning planning programs and development projects to Planning Commission and to the City Council and other boards and commissions as required.
Make authoritative interpretations of applicable regulations and policies.
Respond to difficult citizen complaints and requests for information.
Represent the City in the community and at professional meetings as required.
Develop and recommend departmental policies and procedures and assist in imp1 ement i ng pol i ci es and procedures upon t hei r approval .

ASSISTANT PLANNING DIRECTOR
DEFINITION
Under general direction of the Planning Director, to assume responsibilities of the City’s current and advanced planning functions; to participate in all major land use planning programs and projects; to provide highly responsible professional and technical staff assistance to the Planning Commission and/or City Council and other commissions and committees; and to do related work as assigned.
EXAMPLES OF DUTIES
Direct and manage the daily activities of the Planning Department.
Direct and participate in the development and implementation of goals, objectives, policies and priorities.
Plan, direct, supervise, coordinate and participate in current, advanced, and building inspections and redevelopment programs, and environmental planning programs and other special planning activities involving redevelopment, regional land use planning, transportation, annexations and related subjects.
Serve as staff to the City Council and Planning Commission and serve as staff to other commissions and committees in community development matters including the preparation and presentation of reports and recommendations relating to the social, economic and physical development of the community.
Schedule and coordinate the Planning Commission agenda.
Coordinates planning activities with other City departments and outside agencies.
Participate in the preparation and monitoring of the Planning Department budget.
Confer with developers, architects, engineers and others involved in privately- sponsored residential, commercial and industrial projects.
Represent the City in the community and at professional and other business meetings as required.
Review and evaluate project plans to ensure conformance with establ i shed 1 and use regulations, codes and policies.
Supervise, train and evaluate assigned staff.
May serve as acting Planning Director as required.
