U/M FIRST AMENDMENT TO AGREEMENT FOR STREET SWEEPING SERVICES RECOMMENDED ACTION: Adopt Resolution No.ff,'-/33 approving an amendment to the Agreement with Oceanside Disposal, Inc. dba North County Contract Sweeping for street sweeping services to extend the Agreement for three (3) years. ITEM EXPLANATION: On December 3, 1985, the City Council accepted bids and awarded the Agreement to Oceanside Disposal, Inc. dba North County Contract Sweeping for street sweeping services. This contract will expire on January 1, 1989. During the period of this contract, work has been satisfactory and complaints have been minimal, an average of 3.5 per month. A survey of other communities street sweeping costs was made and indicates that Carlsbad rates per mile ($12.00) and per hour ($45.00) are below the mean and median per mile and per hour rates, and below the rates of the most recent contracts awarded by the Cities Santee, Vista and Poway. Based on our experience with this contractor and the relatively low rates, staff desires to extend the contract for another three (3) year period. The General Manager of Oceanside Disposal, Inc. dba North County Contract Sweeping has been contacted and is in agreement with City Staff to extend the Agreement for three (3) years at the same rates as specified in the basic Agreement. As set forth in the basic Agreement, the City has the right to rebid or renew the Agreement. The staff recommends renewal. FISCAL IMPACT: The fiscal impact for FYSS-89 is estimated to be $129,500, which is in Account No. 001-820-5110-2415. The fiscal impact for remaining years will be substantially the same except for the cost of additional streets. EXHIBITS: 1. That a certain agreement between the City of Carlsbad and 8 Oceanside Disposal, Inc. dba North County Contract Sweeping for street 9 sweeping services in the City of Carlsbad does exist. 10 2. That an amendment to the Agreement, a copy of which is 11 attached hereto and incorporated herein by reference, for extending 12 the services for three (3) years is hereby approved. 13 3. The mean Per Mile Rate for the six communities which contract per mile-$12.63 The median Per Mile Rate for the six communities which contract per mile-$12.20 Each community has different contract provisions which make comparisons difficult. For example, Chula Vista pays for ,,Neeping of 186,280 Sq Ft of parking spaces each year, and Encinitas only sweeps their residential areas twice a year. Nevertheless, the Per Mile Rate remains a fairly accurate gauge for comparison. Only one city, Chula Vista, has a smaller per mile rate than Carlsbad. 4. Conclusions The service that Carlsbad receives for its street sweeping expenditure appears consistent, and in many cases better, than the surrounding communities. The smaller cities that do their own sweeping, like Del Mar and San Marcos sweep ( .. their residential streets once a week, but indications are that their street sweeping cost (for each curb mile in the city) is considerably higher than most other operations. City-run operations can be more costly than contracted ones (El Cajon estimated $15.76 Per curb mile last year), but can provide a more flexible, responsive operation.
