MP TDAPPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO BID CONSTRUCTION OF THE CANNON ROAD/CARLSBAD BOULEVARD TRAFFIC SIGNAL. PROJECT NO. 3270 C~TYA CITY MOR.= RECOMMENDED ACTION: Adopt Resolution No. ff#*r(9fapproving plans and specifications, authorizing the City Clerk to advertise for bids, and authorizing the transfer funds for the construction of the Cannon Road and Carlsbad Boulevard traffic signal system. ITEM EXPLANATION: In the 1987-88 Capital Improvement Program budget, the City Council appropriated funds for the construction of a traffic signal system and roadway improvements to the intersection of Cannon Road and Carlsbad Boulevard. This project includes the installation of a traffic signal system at the intersection and restriping of Carlsbad Boulevard from Cannon Road to Manzano Drive. The new striping plan will provide a painted median as well as reconfiguration of the travel lanes and bike lanes in this area. Construction is anticipated to require approximately ninety (90) calendar days from the date of the issuance of the Notice to Proceed. Staff recommends approval of the project plans and specifications and requests authorization to proceed to bid the improvements. 7 FISCAL IMPACT: Funds in the amount of $750,000 were originally appropriated in the 1987-88 Capital Improvement Program budget (Account No. 300- 820-1840-3270) for this project which was to include the traffic signal system installation as well as adjacent roadway and intersection improvements to ultimate width and configuration. Because adjacent properties, including those of San Diego Gas & Electric along the north east portion of the intersection, have not as yet been fully developed, installation of full width street improvements and ultimate intersection configuration is premature at this time. The intersection does warrant, however, installation of the traffic signal system currently. In 1988, due to Growth Management requirements, the City Council transferred $650,000 from this project account for the design and construction of Carlsbad Fire Station No. 6 as a permanent facility at its ultimate location along Rancho Santa Fe Road. Because of the uncertainties regarding the timing of the construction of the permanent Rancho Santa Fe Road, the City Council subsequently authorized the construction of a temporary Page Two of Agenda Bill No. '?7q/ Fire Station No. 6 on Levante Street near La Costa Avenue and Rancho Santa Fe Road. That project is currently under design. A reimbursement agreement with the La Costa Ranch Company has been previously approved by the City Council to finance the design and construction of the temporary Fire Station No. 6 at an estimated cost of $250,000. Staff recommends, therefore, that the City Council transfer $100,000 of previously appropriated funding back to the original Cannon Road and Carlsbad Boulevard project account to enable proceeding with the construction, inspection, and construction management costs required for the traffic signal system installation. A sufficient balance of funds in account number 300-820-1810-3302 is available at this time. EXHIBITS : 1. Location map. 2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS AND AUTHORIZING THE FINANCE DIRECTOR TO TRANSFER FUNDS FOR THE CONSTRUCTION OF THE CARLSBAD BOULEVARD AND CANNON ROAD TRAFFIC SIGNAL, PROJECT NO. 3270 WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary and in the public interest to construct Carlsbad Boulevard and Cannon Road traffic signal; and WHEREAS, plans and specifications for the furnishing of all labor, materials, tools, equipment, transportation and other expenses necessary or incidental for said project, have been prepared and are on file in the Municipal Projects Department of the City of Carlsbad; and WHEREAS, funds in the amount of $100,000 are necessary to be transferred from the Fire Station No. 6 Project Account No. 300-820-1810-3302 to Cannon Road Project Account No. 300-820- 1840-3270. NOW, THEREFORE, BE IT RESOLVED by the City of Carlsbad, California, as follows: 1, That the above recitations are true and correct. 2. That the plans and specifications as presented are hereby approved. 3. That the City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with law, Notice to Contractors inviting bids for the construction of the Carlsbad Boulevard and Cannon Road traffic signal. That the Finance Director is hereby authorized and directed to transfer funds in the amount of $100,000 from the Fire Station No. 6 Project Account No. 300-820-1810-3302 to Cannon Road Project Account No,. 300-820-1840-3270.
