HomeMy WebLinkAbout1989-01-03; City Council; 9806; Carlsbad BL phase II bidsCIV OF CARLSBAD - AGENr IITG. 1/3/89 APPROVAL OF PLANS AND SPE AND AUTHORIZATION TO BID IMPROVEMENTS TO CARLSBAD BOULEVARD PHASE I1 RECOMMENDED ACTION: Adopt Resolution No. f9- 6 approving plans and specifications, appropriating project funds, authorizing the City Clerk to advertise for bids for the construction of Carlsbad Boulevard Phase 11, Project No. 3205, and authorizing the Municipal Projects Manager to execute the necessary CALTRANS FAU agreement supplement. Adopt Resolution No. 8f-Y authorizing and exchange with the City of Vista regarding unobligated Federal Aid Urban Entitlement funds. ITEM EXPLANATION: In 1984, the City of Carlsbad entered into an agreement with the State of California, Department of Transportation (CALTRANS) for the design, construction and State reimbursement of improvements to Carlsbad Boulevard from Tamarack to Cannon Road. The project agreement included construction of the Carlsbad Boulevard bridge and street widening and related improvements to Carlsbad Boulevard south to Cannon Road. Because of the difficulties and time delays in obtaining necessary easements and environmental clearances for the entire project, the work was divided into two (2) phases. Phase I, including the construction of the Carlsbad Boulevard bridge over the Agua Hedionda Lagoon entrance channel with accompanying street improvem nts, was completed in the fall of 1986. Phase I1 of the pro 7 ect, including street improvements from the bridge south to Tiera Del Oro and extension of the Carlsbad Boulevard storm drain system, south to Manzano Drive, was designed in accordance with the amended CALTRANS agreement and California Coastal Commission requirements. This second phase of the project involves the widening of Carlsbad Boulevard to the City's major arterial highway standards including four (4) lanes, installation of 230 parallel parking spaces on the west side of Carlsbad Boulevard, landscaped median, sidewalks, street lights, and substantial drainage improvements. All of these roadway improvements will be constructed within existing City right-of-way. Extension of the adjacent slopes will be constructed on the recently acquired slope easements from the San Diego Gas C Electric Company. Completion of the roadway and drainage improvements will dramatically increase vehicular and pedestrian safety and efficiency as well as provide much needed permanent parking along the beach front. i Page Two of Agenda Bill No. yff16. Construction is anticipated to begin in late February or early March of 1989 and require approximately five (5) months to complete. Carlsbad Boulevard in this area will, at all times during the construction, be open for north/south traffic. A portion of the construction of the road widening project will take place on Carlsbad Boulevard between the two (2) lagoon jetty structures a distance of approximately 1,800 feet. area is slightly above sea-level and occasionally receives wave over-topping during periods of high tides and extreme winter storms. Historically, this stretch of Carlsbad Boulevard is temporarily closed to traffic and requires clean-up and maintenance approximately every other year. Of concern is the risk involved with proceeding with the construction of the street improvements with an awareness of the historic coastal impacts on this roadway. The City Council has previously authorized the filing of formal applications to both the United States Army Corps of Engineers and the State of California, Department of Boating and Waterways for funding and construction assistance for a permanent, structural method of protecting Carlsbad Boulevard in this area. At this Council meeting, staff will update the Council on the current status regarding these applications. It is important to note, that any of the several permanent structural solutions to protect Carlsbad Boulevard in this area currently under review will only minimize and not totally eliminate potential coastal wave action impacts on the roadway during periods of extreme winter storms. Therefore, the decision whether to proceed with construction of the roadway improvements at this time requires a discussion as to the balance between temporary road closure and occasional maintenance costs versus the feasibility, considerable expense, and timing of waiting for a permanent structural solution which will not totally eliminate storm impacts. Staff will present several options for the Council's consideration. This ENVIRONMENTAL REVIEW: An environmental impact assessment fulfilling both the Federal National Environmental Protection Act (NEPA) as well as the State California Environmental Quality Act (CEQA) requirements was completed and certified by the City of Carlsbad, the State of California, Department of Transportation, and the Federal Highway Administration in 1982 for the combined Phase I and I1 of the Carlsbad Boulevard project. The California Coastal Commission has previously issued to the City the required Coastal Development Permit, with approved amendments, for this project. The amended coastal permit will be valid through 1990. -# Page Three of Agenda Bill No. !?78"b4 GENERAL PLAN CONSISTENCY: The combined phase I and I1 Carlsbad Boulevard improvement project, as an element of past city annual Capital Improvement Program budgets, has been approved by the Planning Commission to be consistent with the City's General Plan. PROPOSITION H SPENDING LIMITATIONS: This project is exempt from the Carlsbad Proposition H spending limitations since the City participation in the project is less than $1,000,000. The Federal Aid Urban Entitlement funds to be utilized for this project represent a source of funds exempt from the Proposition H limitations. FISCAL IMPACT: This project is proposed to be funded in a ratio of participation of 86.22% from the Federal Aid Urban Entitlement Program with the remaining 13.88% of all project costs the obligation of the City of Carlsbad. The design engineer's estimate for the construction portion of this project is $1,900,000. This exchange represents a twenty percent (20%) increase in total project funds to the City of Carlsbad. The reasons for the City of Vista's desire to exchange FAU funds for unrestricted funds include: - Increasing difficulty in securing FAU and CALTRANS/FHWA approvals for capital infrastructure projects. - Increasing administrative costs and time associated with FAU projects. - FAU funds credited to City accounts are not interest bearing. 3 Page Four of Agenda Bill No. yffld Staff recommends approval of the attached FAU apportionment agreement with the City of Vista. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING EXCHANGE OF VISTA'S UNOBLIGATED FEDERAL AID URBAN ENTITLEMENT WHEREAS, the sale of the City of Vista's unobligated Federal Aid Urban Funds is advantageous to the City of Carlsbad; and WHEREAS, the City of Vista's Unobligated Balance of Federal Aid Urban Funds is approximately $614,500; and WHEREAS, the City of Vista has offered to exchange its unobligated Federal Aid Urban Funds at an exchange rate of Eighty Percent (80%), and that the State of California Department of Transportation will be acting as a brokerage clearing house for Federal Aid Urban Apportionments. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That all of the above recitations are true and correct. 2. That the exchange of funds is hereby authorized. 3. RAUTENKRANZ, City\Clerk (SEAL) 4 AGREEMENT FOR ASSIGNMENT OF FEDERAL AID URBAN (FAU) APPORTIONMENTS This agreement is made and entered into this 11th day of July, 1988 , 1988, by and between the City of Carlsbad, hereinafter referred to as ltCARLSBADtt, and the City of Vista, hereinafter referred to as llVISTA1l. WITNESSETH: WHEREAS, VISTA wishes to assign $614,500 of its current balance of FAU funds to CARLSBAD in exchange for eighty percent (80%) of that amount in funds that may be used for any transportation related purpose; and WHEREAS, CAXLSEAC wish&s tG Gccept sz!.d assignment for use or! a transportation project which qualifies for FAU funding; and WHEREAS, the FAU funds are discounted to eighty percent (80%) because of expenditure restrictions and increased administrative costs associated with using said funds; and WHEREAS, apportioned nonattributable FAU funds may be transferred between local agencies with the approval of the appropriate local officials and, if applicable, the appropriate governing bodies responsible for apportioning the funds within an urbanized area; and WHEREAS, CARLSBAD and VISTA consi.rler this assignment and exchange as fair and equitable treatment under the FAU program. NOW, THEREFORE, it is mutually agreed as follows: 1. VISTA agrees to transfer $614,500 of its FAU fund balance to CARLSBAD, 2. CARLSBAD agrees to transfer $491,600 to VISTA on notification by CALTRANS that the $614,500 is available for CARLSBAD’s use; and 3.
