RECOMMENDED ACTION:
If Council concurs, adopt Resolution No. 89-1\ authorizing the transfer of funds fromthe unappropriated
fund balance in order to fund park improvement projects
as identified under the 1984 and 1986 Community Parkland
Bond Act.
ITEM EXPLANATION:
In December 1986, Council authorized the filing of an application for grant assistance under the Community Parklands Act of 1986. Specifically, the grant funds were to be applied to tennis court re-surfacing at Valley
Junior High School, tennis court lighting at Carlsbad
High School and ballfield renovation at the lower Buena Vista School site.
Under conditions of the 1986 Bond Act, staff has applied for and received ninety (90) percent ($117,900) of the total allocation ($131,000) for execution of these projects. The remaining ten (10) percent maybe applied for upon completion of the project.
In conjunction with the Valley Junior High School tennis court re-surfacing project, Council on October 4, 1988 awarded the contract for the re-surfacing of courts at both Valley Junior High School and La Costa Canyon Park. Funding for the La Costa Canyon Park improvements was provided for through the 1984 Community Parklands Act.
Ninety (90) percent of the State funds allocated under the 1984 Bond Act have also been received by the City and is available in the unappropriated fund balance.
Staff is requesting Council to authorize the transfer of
funds from the unappropriated fund balance into
individual project accounts to provide accountability and expediency in project completion.
FISCAL IMPACT:
The 1984 and 1986 grant funds which have been deposited to date in the unappropriated fund balance is $135,840. A breakdown of individual project allocation is as follows.

CARLSBAD, AUTHORIZING A TRANSFER OF FUNDS
FROM THE UNAPPROPRIATED FUND BALANCE
IN ORDER TO FUND PREVIOUSLY APPROVED PROJECTS
FOR LA COSTA CANYON PARK AND VALLEY JUNIOR HIGH SCHOOL
TENNIS COURT RE-SURFACING, CARLSBAD HIGH SCHOOL TENNIS COURT LIGHTING AND BUENA VISTA SCHOOL BALLFIELD REHABILITATION
WHEREAS, the Carlsbad City Council has applied for, and
received 1984 and 1986 Park Bond grant funding for tennis court
and ballfield renovation and,
WHEREAS, the funds have been previously deposited into the
unappropriated fund balance and,
WHEREAS, a transfer of funds into individual project
accounts is necessary to provide accountability and payment for
individual improvement projects;
NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That a transfer of funds from the unappropriated fund
balance in the amount of $135,840 will be utilized to implement
the improvement projects attached hereto and made a part of here
of.
3. The Finance Director is here by authorized to transfer
funds from the unappropriated fund balance and deposit necessary
funding into the individual projects accounts attached hereto
and made a part here of.
