DEPT. TITLE: Acceptance of Cargo Van
RECOMMENDED ACTION:
City Council adopt Resolution No. 89- '8 accepting a Cargo Van
the San Diego County Area Agency on Aging,
Item ExDlanation:
In December 1988, the San Diego County Area Agency on Aging (A.2
approached staff and offered a new 1988 Dodge Ram Mini Cargo Vi
be utilized to transport food for the Home Delivered Meals Congregate Nutrition Programs.
San Diego County will remain the legal owner of the Cargo Van.
City of Carlsbad would be responsible for the maintenance, opera
and insurance for the vehicle (the A.A.A. is aware that the Cit
self insured). When the vehicle is of no further use to the C
it would be returned to the County.
Presently, all food for the Home Delivered Meals and Congrel
Nutrition Programs is prepared in Vista and transported to Carl;
in the one van used by the Senior Program. This one vehicle ; passenger van.
Utilizing the passenger van to pick up the food in Vista p< several problems to the Senior Program. Due to the large sizc the food carriers, it is often difficult to place all of containers between the seats of the van. Additionally, when
passenger vehicle is in for maintenance, staff must pick up the j from Vista in their personal vehicles.
Commission Recommendation:
At a special meeting, January 11, 1989, of the Carlsbad Ser:
Commission, the Commission voted unanimously to recommend that
City Council accept the Cargo Van from the San Diego County A
Agency on Aging.
Fiscal Impact:
&lIlUal Maintenance and Operation costs of $3,402 will be paid thro the Area Agency on Aging grant to the City.
.27 per mile X 50 miles/day X 252 days = $3,402. ' The issue of financing replacement costs for this vehicle has :
been resolved at this time. Staff is in the process of negotiat:
these costs with the A.A.A.

Replacement costs for the Cargo Van annually will be $1,620.
$135/month X 12 months = $1,620.
Every effort will be made to have the A.A.A. grant absorb this $l,( annually for replacement of the Cargo Van.
If efforts to secure replacement costs of $1,620 annually from
A.A.A. grant to the City are unsuccessful, staff recommends t eight years from now (the anticipated life of this vehicle),
replacement (about $16,500) be considered through the appropri
budget review process.
No additional staff is required to operate this vehicle.

WHEREAS, the San Diego County Area Agency on Aging
has offered a Cargo Van to be utilized in the Carlsbad
Senior Program; and
WHEREAS, the City Council wishes to accept this
Cargo Van ;
NOW, THEREFORE, BE IT RESOLVED by the City of
Carlsbad, as follows:
1) That the City Council accepts the Cargo Van to
be utilized in the City of Carlsbad Senior Programs.
PASSED, APPROVED AND ADOPTED at a regular meeting
of the City Council of the City of Carlsbad, California,
held on the 24th day of Januarv , 1989, by the
following vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and I
