CAMINO REAL, PROJECT NO. 3243
RECOMMENDED ACTION:
Adopt Resolution No. 8q-al accepting the construction of the
improvements to Palomar Airport Road, east of El Camino Real,
Project No. 3243, as complete, directing the City Clerk to record
the Notice of Completion, authorizing the Purchasing Officer to increase the project purchase order and appropriating interim project funds subject to reimbursement from the Costa Real
Municipal Water District.
ITEM EXPLANATION:
Construction of improvements to Palomar Airport Road, east of El
Camino Real, Project No. 3243, is considered complete. Staff
recommends the City Council formally accept the improvements and authorize the filing of the Notice of Completion.
The improvements to the north side of Palomar Airport Road, east of El Camino Real resulted in widening of the road to prime
arterial standards and connecting with completed private
development improvements at El Fuerte Street. Constructed were
two (2) travel lanes, curb, gutter, and sidewalks, streetlights,
traffic signal modifications, adjacent parkway landscaping, and
substantial relocation of several underground utilities and
conflicting public facilities. The completed project represents
the first phase of the ultimate improvements to the inspection of Palomar Airport Road and El Camino Real.
On November 10, 1987, the City Council adopted Resolution No. 9284 approving an agreement with the Costa Real Municipal Water District for CRMWD reimbursement to the City for the design, construction, inspection, and related project administrative services for water service facilities installed by the Cityls contractor concurrent with the roadway improvements. The CRMWD work included the installation of a 1611 waterline, pressure
reducing station, and related facility improvements integral to
the District's water transfer system. The purpose of the City-
CRMWD agreement was to take advantage of construction economies
and install both agency facilities simultaneously.
Staff recommends acceptance of the improvements and recommends
the filing of the Notice of Completion.
FISCAL IMPACT:
In the 1986-87 CIP budget, the City Council appropriated $900,000
for the design, construction, and administration of the City's
improvements to Palomar Airport Road east of El Camino Real. A summary of the final project costs is as follows:

Staff recommends the appropriation of $50,000 from the Public Facilities Fee Fund balance to the project account number 320-
820-1840-3243 as interim cash flow pending the reimbursement in
the amount of $177,865.14 from the Costa Real Municipal Water District representing the District I s share of project costs. Following receipt of the District's funds, the $50,000 interim loan will be returned to the Public Facilities Fee Fund balance.
Total net City project costs in the amount of $770,093.23
represent final costs within the $900,000 appropriated project
budget as an element of the current Capital Improvement Program.
Staff recommends the Purchasing Officer be authorized to increase
the construction purchase order number 5122 a total of $36,505.42
representing final construction costs to reflect adjusted field
quantities and unit bid prices.

MUNICIPAL PROJECTS DEPARTMENT
To All Laborers and Material Men and to Every Other Person Interested:
YOU WILL PLEASE TAKE NOTICE that on October 24, 1988, the
engineering project consisting of the widening of Palomar
Airport Road east of El Camino Real on which William J.
Kirchnavy Construction, Incorporated was the contractor, and
Hartford was the surety, was completed.
VERIFICATION OF CITY CLERK
I the undersigned, say:
I am the City Clerk of the City of Carlsbad; the City
Council of said City on
January 24, 1989 accepted the above described work as completed
and ordered that a Notice of Completion be filed.
I declare under penalty of perjury that the foregoing

'A RESOLUTION OF THE CITY COUNCIL OF THE 1 ITY F CARLSBAD, CALIFORNIA, ACCEPTING THE CONSTRUCTION OF IMPROVEMENTS TO PALOMAR AIRPORT ROAD EAST OF
OF EL CAMINO REAL, PROJECT NO. 3243
WHEREAS, a bid for the improvements to Palomar Airport
Road, east of El Camino Real, Project No. 3243, was previously
awarded by the Carlsbad City Council: and
WHEREAS, construction of the aforementioned improvements
have been satisfactorily completed; and
WHEREAS, the Carlsbad City Council and the Costa Real
Municipal Water District have previously entered into an
agreement whereby District facilities are to be installed by the
City to be followed by District reimbursement to City for
related project costs: and
WHEREAS, funds in the amount of $900,000.00 were
previously appropriated for the City's portion of this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the improvements to Palomar Airport Road, east
of El Camino Real, Project No. 3243, are hereby complete and
accepted by the City of Carlsbad.
3. That the City Clerk is hereby authorized and
directed to record the Notice of Completion.
4. That the Purchasing Officer is hereby authorized and
directed to increase Purchase Order No. 5122 in the amount of
$36,505.42 representing final project quantities.

5. That a transfer and appropriation in the amount of
$50,000 -from the Public Facilities Fee Fund balance account to
the project account number 3243 is hereby approved representing
interim cash flow requirements for the project pending
reimbursement from the Costa Real Municipal Water District to
the City of Carlsbad in the amount of $177,865.14. Following
receipt of said reimbursement from District to City, the
$50,000 appropriation shall be returned to the Public Facilities
Fee Fund balance.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 24th day of January I
1989, by the following vote, to wit:
