HomeMy WebLinkAbout1989-01-24; City Council; 9828; Palomar Airport RD improvements NOCCONSTRUCTION OF IMPROVEMENTS TO PALOMAR AIRPORT ROAD EAST OF EL CAMINO REAL, PROJECT NO. 3243 RECOMMENDED ACTION: Adopt Resolution No. 8q-al accepting the construction of the improvements to Palomar Airport Road, east of El Camino Real, Project No. 3243, as complete, directing the City Clerk to record the Notice of Completion, authorizing the Purchasing Officer to increase the project purchase order and appropriating interim project funds subject to reimbursement from the Costa Real Municipal Water District. ITEM EXPLANATION: Construction of improvements to Palomar Airport Road, east of El Camino Real, Project No. 3243, is considered complete. Staff recommends the City Council formally accept the improvements and authorize the filing of the Notice of Completion. The improvements to the north side of Palomar Airport Road, east of El Camino Real resulted in widening of the road to prime arterial standards and connecting with completed private development improvements at El Fuerte Street. Constructed were two (2) travel lanes, curb, gutter, and sidewalks, streetlights, traffic signal modifications, adjacent parkway landscaping, and substantial relocation of several underground utilities and conflicting public facilities. The completed project represents the first phase of the ultimate improvements to the inspection of Palomar Airport Road and El Camino Real. On November 10, 1987, the City Council adopted Resolution No. 9284 approving an agreement with the Costa Real Municipal Water District for CRMWD reimbursement to the City for the design, construction, inspection, and related project administrative services for water service facilities installed by the Cityls contractor concurrent with the roadway improvements. The CRMWD work included the installation of a 1611 waterline, pressure reducing station, and related facility improvements integral to the District's water transfer system. The purpose of the City- CRMWD agreement was to take advantage of construction economies and install both agency facilities simultaneously. Staff recommends acceptance of the improvements and recommends the filing of the Notice of Completion. FISCAL IMPACT: In the 1986-87 CIP budget, the City Council appropriated $900,000 for the design, construction, and administration of the City's improvements to Palomar Airport Road east of El Camino Real. Following receipt of the District's funds, the $50,000 interim loan will be returned to the Public Facilities Fee Fund balance. Total net City project costs in the amount of $770,093.23 represent final costs within the $900,000 appropriated project budget as an element of the current Capital Improvement Program. Staff recommends the Purchasing Officer be authorized to increase the construction purchase order number 5122 a total of $36,505.42 representing final construction costs to reflect adjusted field quantities and unit bid prices. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the improvements to Palomar Airport Road, east of El Camino Real, Project No. 3243, are hereby complete and accepted by the City of Carlsbad. 3. That the City Clerk is hereby authorized and directed to record the Notice of Completion. 4. That a transfer and appropriation in the amount of $50,000 -from the Public Facilities Fee Fund balance account to the project account number 3243 is hereby approved representing interim cash flow requirements for the project pending reimbursement from the Costa Real Municipal Water District to the City of Carlsbad in the amount of $177,865.14. Following receipt of said reimbursement from District to City, the $50,000 appropriation shall be returned to the Public Facilities Fee Fund balance.
