Adopt an interim reclaimed water use policy for new land us developments.
ITEM EXPLANATION
On August 16, 1988, the City Council approved a water reclamatio program for the City of Carlsbad and, among other things
directed staff to prepare, for Council consideration, a reclaime water mandatory use ordinance for new and existing developments
City staff has been working with the San Diego County Wate
Authority and other interested agencies in developing a mode water reclamation mandatory use ordinance for use by all wate agencies in the region. The development of the mandatory us
ordinance is nearly complete, however, at least 60-90 days wil
be required for additional review and consideration by the Count Water Authority Board.
Moreover, since the model ordinance refers to an adopted maSte
plan, a reclaimed water master plan should be in place before th
ordinance is adopted. A reclaimed water master plan should b
presented for Council consideration in August, 1989, and reclaimed water mandatory use ordinance will be presented at th
same time.
Since it will be at least six (6) months until a mandatory us ordinance will be presented to the Council, staff has develope
the attached interim policy statement to guide staff in th review of all proposed new land use developments in the City o Carlsbad. This policy would be used by staff until such time a the Council has the opportunity to consider and adopt a mor(
formal mandatory use ordinance.

Tonight the Council is being asked to adopt an interim reclaimed water use policy for new land use development. We would like tc ask that the Council not adopt the draft policy attached to Agenda
Item No. 11. We would suggest that the policy adoption be continued until after the update of the Water Reclamation Master
Plan for the City has been completed. The Master Plan update
precedes the policy on tonightfs Agenda. In addition, I would suggest that the proposed policy be reviewed with several local consultants and also the Cityfs consultant who is preparing the
Water Reclamation Master Plan update. Thank you for your consideration.

HANEC BRIEFING ON CALAVERA HILLS RECLAMATION PLANT
OPERATIONAL TESTS
As you are aware, rumors have been circulating in the Calavera Hills area
concerning the City’s plans to operate the Water Reclamation Facility.
order to avoid confusion , myself and the Utilities/Maintenance Director will
be meeting with the HANEC Homeowners group on February 6.
At this meeting, we will give the group a brief history of the Reclamation
Facility and explain our intention to conduct an operational test in the nea
future. The purpose of the test is to reveal any plant deficiencies or ope
ational problems which could affect viability of the plant.
We do not intend to give dates for our test. It is the intent to monitor
reports free of any expectation factor.

We will attempt to clearly point out that it is Council policy to operate the
plant only if no alternative sewage treatment capacity is available or if a
cost-effective water reclamation program proves viable. Prior to expendin
any more funds on this facility, we need to be assured that it can be ope1
ated with acceptable effects in the neighborhood.
