RECOMMENDED ACTION:
If Council concurs,
No. 84-3ci your action is to adopt Resolution
authorizing an application to the State Office of
Historic Preservation for a Certified Local Government Grant
and appointing the Housing and Redevelopment Director as
agent in processing the application.
ITEM EXPLfiNfiTION:
The Congress under Public Law 89-665 has authorized the
establishment of a National Historic Preservation Grants-In-
Rid Program providing matching funds to the State of
California, its political subdivisions, eligible non-profit
organizations, and individuals for historic preservation
survey, registration and planning. The State Department of
Parks and Recreation is responsible for the administration
of the program within the State and setting up necessary rules and procedures governing applications.
The State rules require that applicants certify by
resolution of the governing body approval of the application
and the availability of local matching funds prior.
Staff will request a grant of $10,000. Funds will be used
to supplement and continue a historic preservation survey previously authorized by Council from Community Development Block funds and for Commission/staff attendance at a
required preservation workshop to be held in Sacramento.
The Block Grant funds will be used as the required 50% match
to the State grant.
Council is asked to adopt the Resolution authorizing the
grant application and appointing the Housing and
Redevelopment Director as agent to process the application. Grants will be awarded in mid 1989.
FISCCIL IMP&CT:
The City could receive up to $10,000 f‘rom the State Parks
and Recreation Historic Preservation Grant Fund Program if
the grant is approved. $35,000 from Community Development Block Grant Funds will be used as matching funds.

WHEREAS, the Congress under Public Law 89-665 has authorized

WHEREAS,

WHEREAS, said adopted procedures established by the State

NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Carlsbad, California hereby:
1. Flpproves the filing of an application for the Nationa
Historic Preservation Grants-In-Aid assistance for a
historic survey project; and
2. FIppoints the Housing and Redevelopment Director or
his/her authorized deputy as the agent to coordinate,
process, and execute all contracts, agreements,

amendments, and ancillary documents within the scope of
the attached application; and
3. agrees that all required local matching funds will be
provided for the project.
