RECOMMENDED ACTION:
To review and consider taking the appropriate action in reference to the Ci Committee recommendations.
ITEM EXPLANATION
On December 22, 1987 the City Council appointed a Committee of seven citiz study and assess the impacts of growth in Carlsbad. This Committee held its meeting in April of 1988 and has continued to meet on a monthly basis to car their charge.
Attached as Exhibit 1 is the final report of the Citizens Committee to Growth and their recommendations for City Council consideration.

BACKGROUND
The formation of this committee was in direct response to the recommendatic made by the Citizens Committee for the Review of the Land Use Element of 1 General Plan. This 25 member citizens committee met between January and Jt of 1985 to review the land use element of the City's General Plan. The commit1 made numerous recommendations, one of which was to appoint an ongoing citizf committee to study the impacts of growth.
The specific recommendation made by the 25 member citizens committee was foll ows:
"Appoint a citizens committee of seven to study and assess the impacts of growth in Carlsbad and to keep the citizens informed of the facts. In January of each year, hold a public hearing with the Council based on an annual staff report containing data on increases in population, dwelling units, traffic, crime; on the availability of cost of city services including water; on the economic health of the community and the industrial, commercial and tourist activity. The focus will be on city services and the quality of life."
As a result of this recommendation and the specific requirements of the Cit. Growth Management Program, the City Council on December 22, 1987 appointec committee of seven citizens to study and assess the impacts of growth Carl s bad.
INTRODUCTION
Much has happened since the Citizens Committee for the Review of the Land I Element of the General Plan made its recommendation to appoint this committi In late 1985 the City Council decided to create a new comprehensive Grol Management Plan. Most of the recommendations made by the 25 member Citizl Committee to Review the Land Use Element of the City's General Plan have br incorporated into the City's comprehensive Growth Management Program. November of 1986 the City's Growth Management Program was placed on the bal and ratified by the citizens of Carlsbad.
The Citizens Committee to Study Growth held its first meeting in April of 19' This committee has continued to meet on a monthly basis through January of 1 and has completed its work as directed by the City Council.
CHARGE OF THE COMMITTEE
The original recommendation to form a citizens committee was made prior to Growth Management Program being devel oped and implemented, therefore Citizens Committee to Study Growth was charged with Reviewing the City's Gro Management Program to determine how it's working. Where the Committee felt to be appropriate, they were directed to suggest changes or modifications refine the program.

PRESENTATIONS/REPORTS REVIEWED BY THE CQMMITTEE
As a result of the Committee’s charge, a great deal of time was spent review how the Growth Management Program was created and specifically reviewing e of the components of the program. Staff provided the Citizens Committee Study Growth with a great deal of information to explain step by step how Growth Management Program was developed and how it is being implemented. T were also provided with data on population and dwelling unit increas projections of future development and population patterns; and traf projections. At their initial meeting, the Committee received a verbal rev of City actions since the Land Use Review Committee met in 1985. The Commit received information in the following areas as summarized below and copies the reports reviewed by the Committee are attached in Appendix 1.
May 16, 1988 - Circulation Report.
May 23, 1988 - Population/Dwelling Unit Report.
June 27, 1988 - Open Space Report.
August 17, 1988 - Wastewater Treatment Report.
November 18, 1988 - Water Report and Presentation by Ralph Anders
Following each of these staff reports, the Committee asked numerous questit to obtain a better understanding of the topic being reviewed. It was throl these discussions that the Committee began to identify issues and to formul its recommendations to be made to the City Council. letters from Committee members regarding these issues. Complete minutes f each .meeting are on record in the Planning Department. The Committei recommendations are contained in the following sections.
RECOMMENDATIONS
Based upon all of the information received and reviewed by the Committee, following recommendations are being made to the City Council:
1. Dwellinq Unit Limitation.
Attached as Appendix 2
Recommendation:
That the City Council refer to the Planning Commission the task drafting a specific policy to be adopted by the City Council whi would create a formal procedure detailing the guide1 ines for how i when to allocate any excess residential dwelling units in quadrant. Density bonus required to comply with the State mandate
Housing Element Programs.
Allocation of dwelling units to properties proposing to chanc from non-residential to residential based upon the followir f i nd i ngs :
a) The new property was zoned for other than residentia use on July 1, 1986.
b) The new property is compatible for residential us
without major mitigation.
c) The density of the new project does not exceed th Growth Management Control Point for the origina project.
d) The density of the new project is compatible and doe
not exceed the Growth Management Control Point of an
surrounding residential property.
Allocation of additional units in exchange for the provisio
of some additional public facility not required as a part o
the development process as long as it is within the existin:
dens i ty range.
The Committee also emphasized it should not be mandatory that exces! units be allocated if they become available. It would be acceptablt not to reach the ultimate residential dwelling unit caps establishec
by the adoption of Proposition E.
2. Circulation.
Recommendation No. 1:
That the City Council direct the Planning Commission to prepare an( adopt a formal procedure which would establish a system to requirc
developers along Circulation Element Roadways to offer the City ar irrevocable offer of dedication for all lands within the require( setback. This would ensure that if at some point in the future additional right-of-way was needed to expand a circulation facility
that the land would be available to do so.

Recommendation No. 2:
The Committee feels it is important to emphasize that a grea effort needs to be made in responding to specific concerns citizens regarding traffic safety issues and considering a1 ternat solutions in a timely manner.
3. ODen %ace.
Recommendation:
It is recommended that the City Council forward to the Citiz Committee currently studying the City's Open Space Plan Programs, the following issues:
1) Should the use of powerline easements count toward the Growth Management performance standard open space;
2) Should the use of private or planned residential developm open space count to meet the Growth Management Performa Standard ;
3) Should residential lots be downsized in return for acquir public open space.
4. Water.
Recommendation :
That all available potable water sources and storage facilit which service the City of Carlsbad should be inventoried and ongoing list maintained of water availability from each of th sources and storage areas.
5. Water Recl amat i on :
Recommendation No. 1:
That the City continue to work toward completing its Wa Reclamation Master Plan and to begin developing programs encourage conservation through the use of increased education of citizenry.
Recommendation No. 2:
Following the completion of the Water Reclamation Master Plan, City Council should consider creating a specific standard to added to the Growth Management Program dealing with this pub facility.

6. Economic Study.
Recommendation:
That an economic analysis of the City’s existing General Plan
made as soon as possible to ensure that when the City is built needed funds will be available to maintain the high level
services and facilities which the City is constructing through
Growth Management Program.
7. Parks.
Recommendation:
That in Park Districts 2, 3, and 4 (the northeast quadr; southwest quadrant and southeast quadrant) that the City not cc joint use agreements or lease arrangements towards meeting
City’s Growth Management performance standard for parks.
8. Drainaqe.
Recommendation:
That the City Council direct staff as part of the current review
update of the Drainage Master Plan to include a section which w(
address the drainage runoff which goes into lagoons. Specifica‘
that the City take measures to ensure that the,necessary actions
restrictions be made a part of the upcoming revised Drainage Ma:
Plan to avoid polluting the City’s lagoons with run-off .

9. Solid Waste.
Recommendation:
That the City be cognizant of the fact that future solid Wi
handling is the responsibility of the City of Carlsbad to deterr how to resolve and mitigate its own future solid waste while relying on other jurisdictions to take care of our demands.
10. Future of the Committee.
Recommendation:
It was recommended that a Citizens Committee to Study Growth b
