HomeMy WebLinkAbout1989-02-14; City Council; 9859; Solicitation of Building Consultant ProposalsP 9 P % . . g 2 AND AUTHORIZATION TO SOLICIT LIBRARY BUILDING CONSULTANT PROPOSALS Direct staff to complete negotiations for an acquisition agreement to purchase the approved site for the new library and authorize staff to request proposals from library building consultants. I -EXPLANATION: On January 27, 1987, council directed staff to continue negotiations for the acquisition of one of the five sites recommended by the library site selection committee. In the spring of 1987, discussions with Carlsbad Retail Associates led to the development of a proposal to place the library on a six acre portion of their proposed shopping center at the corner of Alga Road and El Camino Real. This site is one of the five recommended sites. On July 7, 1987 council approved the proposed shopping center site and directed the city manager to negotiate a purchase agreement with the owner. Since the fall of 1987, staff has worked with Carlsbad Retail Associates to develop an appropriate location for the library on the 28 acre shopping center site. At the same time, staff conferred with Carlsbad Retail Associates to develop a Negotiation Agreement. Time and events have made the signing of a Negotiation Agreement unnecessary. Staff will be returning to council shortly with an acquisition agreement for approval. Council's July 7, 1987 action to schedule and finance the construc- tion of a new library satisfied the requirements of the Growth Management Plan's performance standard for library space (800 square feet per 1,000 population.) The project schedule calls for land acquisition during 1988-89, design and construction 1989-91, dedicet- tion and opening of the new building early in 1992. Nearly all library building planning teams include a library build- ing consultant. A competent library building consultant will bring extensive experience in planning library buildings and will serve as the library's adviser throughout the planning and building process. Typically, the consultant helps to prepare the building program, assists in the selection of an architect, and reviews and critiques plans and drawings to ensure the resulting building meets the criteria established in the building program document. Because the Carlsbad Library master plan calls for a new building and the remodeling and an addition to the existing library, it will be important to develop building programs for both structures at the same time. This is not only efficient but also it ensures coordina- tion in the development of both facilities. PAGE 2 OF AB# 9859 Funds have been budgeted in the CIP for land acquisition and for design and construction of the library. Purchase price of the rough graded parcel with all offsite improvements will be approximately $2,000,000.00. $10,250,000 has been budgeted for building design, construction, and furnishings and fixtures. Pruitt E ach year W approaches the architectural issue with expectations of more projects, bigger projects, and more funding than ever before. We are never dis- appointed. In 1988 we feature 47 new academic projects (a 42 percent increase over 1987) and 238 public projects (98 new buildings and 140 additions and renovations) completed between July I, 1987 and June 30, 1988. What continues to amaze is the number of buildings in progress (“Projects in Progress’* begins on page 60): there are 796 buildings coming our way within the next four to five years. The asterisked (*) projects in our tables are those projects that were in progress in 1987. The largest academic project this year is a beauty: - the Benjamin S. Pruitt is Production Editor. f.J tectural firm of Gruzen Samton Steinglass, it cost $54.6 million and occupies 252,000 square feet. The largest new public projects are the Kern County Library, Bakersfield, California ($19.5 million) and the Virginia Beach Central Library, Virginia ($12.3 million). The largest public additions and renovations are also in California: the City of Cerritos Public Library and the Redwood City Public Library, each about $8.2 million. PerhapsitisinkeepingwiththepaceoftheEightiesthat morelibratiesarebeingbuiltinshoppingmalls. Severalnew and renovated projects are sharing space with merchants and boutiques. Most of the libraries find the locale ideal for patrons and use of the libraries has increased. Another, perhaps more unsettling fact is that several libraries have been built out of renovated churches. The money for buildings is still predominantly from local government, to the tune of more than $186 million. Total funding reached $243 million in 1988, up from $217 million in 1987. There is definitely money out there. The future of libraries appears bright as far as con- struction is concerned. Four years later, the challenge has assumed monumental propor- tions. From an initial listing of 395 buildings in 1985, we are listing 7% projects in 1988. We cannot take credit for this extraordinary increase in building around the country. We just give the facts, ma’am.
