ENG (TDA) FUNDING FOR CONSTRUCTION OF BICYCLE LANES
Adopt Resolution No. f$ff authorizing staff to pursue Transport Development Act (TDA) funding from SANDAG for construction of bicycle on Monroe Street.
ITEM EXPLANAT I ON :
Each year SANDAG administers distribution of $2,000,000 for bicycl
pedestrian projects and other projects under special provisions o Transportation Development Act (TDA). Claims for this money can be inil by any city located in San Diego County by completing an application foi the annual TDA claim form. Projects submitted must be included in an ao City plan and be included on the five-year Regional Transportation Improv Program (RTIP) Update. This update is reviewed and modified with new pro and submitted yearly by the City of Carlsbad Traffic Engineering Div staff.
Monroe Street is designated as a bicycle route on the Circulation Eleme the General Plan. The 0.30 mile segment of Monroe Street located sout
of Marron Road is currently being designed for widening by a consu retained by the City of Carlsbad. Widening of this segment of Monroe S will include a bicycle lane on each side of the road. The constru estimate for the bicycle lane portion of the road widening is $44,125. Bi lanes on this segment of Monroe Street have been included on the five-yea) and would, therefor, qualify for a funding request.
At the February 6, 1989 meeting of the City of Carlsbad Traffic 2 Commission, the Commission recommended by a 4-0 vote, that TOA fundi pursued for construction of bicycle lanes on Monroe Street.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD
CALIFORNIA, AUTHORIZING STAFF TO PURSUE TRANSPORTATION DEVELOPMENT ACT FUNDING FROM SANDAG FOR CONSTRUCTION OF BICYCLE LANES ON MONROE STREET.
WHEREAS, the City of Carlsbad has designated Monroe Street as i
route in the Circulation Element of the General Plan; and
WHEREAS, the San Diego Association of Governments (SANDAG) has :
from cities projects for the five-year Regional Transportation Iml
Program; and
WHEREAS, the Monroe Street bicycle lane has been included on the
Regional Transportation Improvement Program; and
WHEREAS, the widening of 0.30 miles of Monroe Street southerly (
Road will include bicycle lanes; and
WHEREAS, funds have been established and are available through 1
local governments for construction of bicycle lanes;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of !
California, as follows:
1. That the above recitations are true and correct.
2. That City Council of the City of Carlsbad authorizes the
~ of an application to the San Diego Association of Governments (SANDAG:
construction of bicycle lanes on Monroe Street for a distance 0.
southerly of Marron Road.
