RECOMMENDED ACTION:
Adopt Resolution No. JFflaccepting bids and awarding a contr,
for restoration work on islands in the Buena Vista Lagot
Project No. 3258.
ITEM EXPLANATION:
On April 28, 1987, the City Council adopted Resolution No. 91
approving a Joint Powers Agreement between the City of Carlsl
and the California Department of Fish and Game for '
restoration of sea bird nesting islands in Buena Vista Lago
The agreement provides for full State funding for the work to
administered and construction managed by the City of Carlsbad.
The work consists of minor regrading and the placement of sand
provide a suitable nesting area for the California Least Tern other species.
On December 20, 1988, the City Council rejected bids for the wl
on the basis that the lowest bid significantly exceeded
available State funding for the project. Concurrently, the C
Council authorized the readvertisement of bids which inclul
minor specification changes to provide for less stringent, , therefore, less expensive, imported sand material. These chanc were approved by State Fish and Game.
On February 1, 1989, nine (9) sealed bids were received for '
readvertised project as follows:

Incorporated. Construction is anticipated to begin wit1

complete which will be substantially in advance of the sea b.

FISCAL IMPACT:
Funds from the State of California, Department of Fish and Ga
in the amounts of $101,589 and $22,248 have been previous
appropriated to the respective project account numbers 180-82
8125-3258 and 180-820-8107-3258 for this project. The proje
was designed by State Fish and Game. The following are t
estimated project costs:
Construction $103,580
Construction Contingency (10%) 10,350
Inspection and Construction Management 5,000
Estimated Project Costs : $118,930
Total Available Project Funding: $123,837
The rejection of the previous bids and subsequent readvertiseme
of bids, coupled with minor specification changes, has result
in a net reduction of $60,420 in the low bid for the projec Accordingly, the restoration work on the sea bird nesting islar in Buena Vista Lagoon can be accomplished within the availak State funding. No City funds are required for this project.
