RECOMMENDED ACTION:
The Planning Commission and staff are recommending that the City Council direcl the Attorney's Office to prepare documents approving SNC 88-3.
ITEM EXPLANATION
Gozo Place is a short cul-de-sac in La Costa with eleven homes on it. Last fall, the residents of Gozo Place submitted a letter signed by nine of thc homeowners requesting that the street name be changed to eliminate humorow comments about their neighborhood. They also felt that the existing name doe: not project the dignified, positive image they would like portrayed in theiv neighborhood.
After working with staff the name Las Brisas Court was finally chosen. Staff recommended approval of the change to Las Brisas Court because it is in conformance with City Council Policy No. 20 which establishes procedures for naming and changing the names of Carlsbad's streets. Las Brisas Court is a Spanish name which is in conformance with the policy requiring Spanish names in this part of Carlsbad. Las Brisas translates to "the breezes" while Gozo translates to "happiness." In addition, Las Brisas Court has less than 16 letters which is in conformance with the policy. Neither the police nor fire departments objected to the proposed change.
No one spoke for or against the proposed change at the Planning Commission meeting and it was approved unanimously. Staff has since been contacted by one resident who objected to the proposed change. This person was directed to speak at the City Council hearing for this item. Further information is contained in the attached Staff Report to the Planning Commission.
ENVIRONMENTAL REVIEW
The Planning Director has determined that this project is exempt from environmental review pursuant to Section 1530(g) of the California Environmental Qual i ty Act.
FISCAL IMPACT
The only fiscal impact to the City would be the minimal cost to construct and install a new street sign and revise all city street maps.

SUBJECT: SNC 88-3 KANE STREET NAME CHANGE: Request for a street name change from Gozo Place to Las Brisas Court for a residential cul-de-sac located off of Fosca Street, northwest of Rancho Santa Fe Road in Local Faci 1 i ties Management Zone 6.
I. RECOMMENDATION
That the Planning Commission ADOPT Resolution No. 2809 recommending APPROVAL of SNC 88-3 based on the findings contained therein.
11. PROJECT DESCRIPTION AND BACKGROUND
The residents of Gozo Place originally submitted an application on September 2, 1988 to have their street name changed. They want to change the name to eliminate humorous comments about their neighborhood, and because the name Gozo Place, the residents maintain, does not project the dignified, positive image they would like portrayed in their local area. Staff could not support the initial proposed change to Monterey Court because: (1) there is a potential for confusion with another street in Carlsbad named Monterey Circle and (2) the City Council Street Name Change Policy 20 prohibits the main name for a street being used more than once. As a result, three new names have been submitted for review: Las Brisas, Las Brisas Court and Bahia Court.
111. ANALYSIS
Is the proposed street name consistent with the City's street naming policy, City Council Pol icy No. 20?
IV. DISCUSSION
City Council Policy No. 20 establishes policies and procedures for naming and changing the names of Carlsbad's streets (Exhibit "A"). The purpose of this policy is to establish a uniform system of maintaining and changing street names. The Street Name Classification Map contained in Exhibit "A" classifies street names into geographical areas. The area around Gozo Place is designated for Spanish street names.
The proposed street names are Spanish and each has less than 16 letters; therefore, all three conform to Policy No. 20 in those respects. Policy No. 20 further specifies that residential cul-de-sac streets which have an east-west orientation shall have a street name ending in "Court" or "Corte". Two of the

proposed street names have the "Court" ending. The proposed street name of L Brisas, without the "Court" ending, is the preferred choice of the loc residents. TO be consistent with Policy NO. 20, staff recommends Las Bris Court. The Police and Fire Departments have reviewed all three proposed strel names and have no problems or concerns with any of them.
V. ENVIRONMENTAL REVIEW
The Planning Director has determined that this project is exempt frc environmental review pursuant to Section 1530(g) of the California Environmenta Quality Act.

BACK GROUND: Due to the number of streets existing and planned in
City of Carlsbad, the City Council determined that it was in the pl
interest to adopt a policy for naming and numbering new public and pri
streets and changing the names of existing streets, according to authc
given in Section 34091.1 of the Government Code. The Community Develop1
Director has determined that it is in the public interest to revise the exis
policy for naming and numbering new public and private streets to con
to the Carlsbad Post Office's future computer processing system.
PURPOSE:
1. To establish a policy ensuring a uniform system for naming and addres
new public and private streets in subdivisions and developments in
City of Carlsbad.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, CHANGING THE NAME OF GOZO PLACE TO LAS BRISAS COURT. APPLICANT: KANE (SNC 88-3)
WHEREAS, the Planning Commission of the City of Carlsbad, by adop
Resolution No. 2809, adopted on the 4th day of January, 1989, recommend t
change of the street currently known as Gozo Place to Las Brisas Coi
provided in Council Policy No. 20; and
WHEREAS, the City Council of the City of Carlsbad, on February 21
held a public hearing to consider the recommendations and hear all
interested in or opposed to the proposed street name change.
