RECOMMENDED ACTION:
ADDITIONAL FUNDING FOR CONSULTANT PLANCHECK AND INSPECTION SERVICES
Adopt Resolution No. W-b? appropriating additional funding for co plancheck and inspection services.
ITEM EXPLANATION:
The 1988-89 Engineering Department Budget includes $200,000.00 in fun consultant pl ancheck and inspection services. These funds have become more rapidly than expected due to accelerated activity in the dev community. The cost of planchecking and inspection is offset by the of development fees so that accelerated development activity wi 11 revenues to provide adequate funding for those services.
Staff had originally estimated that $750,000.00 would be collected in p and inspection fees during the 1988-89 fiscal year. Revenues for th collected during the first seven months of this fiscal year $759,156. recommends that Council appropriate an additional $150,000.00 for cc plancheck and inspection services.
FISCAL IMPACT:
Original budget estimates for plancheck services were based on th expected building rate. Although the rate of new construction relatively low, developers continue to work on plans for future impr at a very high rate. The City’s revenues from plancheck fees has ri: expected levels, providing the funds necessary to pay for contract 5 The appropriation of $150,000 from the unappropriated fund balance have a negative effect on the City‘s projected ending fund balance.

A RESOLUTION OF THE CITY OF COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING ADDITIONAL FUNDING FOR
CONSULTANT PLANCHECK AND INSPECTION SERVICES.
WHEREAS, the City Manager recommends and the City Council conci
continued planchecking and inspection services must be made availab
for the City to fulfill its obligations; and
WHEREAS, satisfactory agreements with qualified consulting firn
exist; and
WHEREAS, additional funds need to be appropriated for Fiscal YE
the City's Operating Budget;
NOW, TCIEREFORE, RE IT RESOLVED by the City Council of the City G

1. That the above recitations are true and correct.
2. That the current funding for planchecking and inspection
the Engineering Department be increased by the transfer of $150,000.
