R/AC DEPT. HD.2 CITY ATTY- CITY MGR.: I I I I RECOMMENDED ACTION: 1. AUTHORIZE COUNCILMAN MAMAUX, ONE ADDITIONAL COUNCIL MEMBER, AND UP TO TWO STAFF MEMBERS TO ATTEND THE NATIONAL LEAGUE OF CITIES TUESDAY, MARCH 14, 1989. CONGRESSIONAL CITIES CONFERENCE IN WASHINGTON, DC, SUNDAY, MARCH 12 - 2. AUTHORIZE MAYOR PRO TEM KULCHIN, ONE ADDITIONAL COUNCIL MEMBER, AND UP TO TWO STAFF MEMBERS TO REPRESENT THE CITY OF CARLSBAD IN WASHINGTON ON OFFSHORE OIL DRILLING AND OTHER MATTERS RELATED TO CITY OF CARLSBAD BUSINESS ON APRIL 5 AND APRIL 6, 1989. ITEM EXPLANATION: c3 0 CL M 9 2 1. The National League of Cities has scheduled their Congressional Cities Conference for Sunday, March 12, through Tuesday, March 14, 1989. This includes Legislative briefing for California officials, meetings with both of our State Senators, meeting the California delegation, plus personal meetings with our representatives to discuss matters of important City business. City Council approval will authorize Councilman Mamaux, one additional Council Member, and up to two staff members to represent the City of Carlsbad at this Congressional Conference. 2. The issue of offshore oil and gas drilling is vital to Carlsbad. The next few months will be critical to Carlsbad’s interests. The review of offshore oil drilling proposal requested by President Bush and the Interior Department’s continued processing of offshore leases create an urgent need for action. This request is to authorize Mayor Pro Tern Kulchin, one additional Council Member, and up to two staff members to represent the City of Carlsbad in Washington, DC, on Wednesday, April 5 and Thursday, April 6, to discuss matters relating to offshore oil and gas drill ing and other matters related to City of Carlsbad business. Mayor Pro Tem Kulchin will be attending a Transit Conference in Chicago prior to the Washington meeting. Therefore, Mayor Pro Tern Kulchin’s travel expenses will be reduced to round trip costs from Chicago to Washington.
