Hi? - MTG 3/14/89 AUTHORIZATION To PREPARE DEPT. RED ARCHEOLOGICAL GUIDELINES CITY ATTY Tziz CITY IVIGR. RECOMMENDED ACTION: If Council concurs, your action is to adopt Resolution No. gy-fd authorizing use of a Certified Local Government Grant to hire a consultant to prepare archeological guidelines. ITEM EXPLANATION: The City has received a Certified Local Government Grant of $7,000 from the State Office of Historic Preservation. Funds are from the Federal Government passed to the City from the State. Use of funds must meet Federal requirements which the State will monitor. The City may use the funds to hire a consultant to prepare archeological guidelines. Upon completion, the guidelines will need to be adopted by Council. The City's Planning Department will administer the guidelines. The guidelines will address: 1. When is a survey required 2. When is test excavation necessary for definition of site characteristics or site discovery 3. When should excavation and analysis occur 4. Where should artifacts and field reports be deposited 5. What sort of report(s) should result Because the City of Carlsbad is a source of significant archeological resources, the Historic Preservation Commission has recommended preparation of the guidelines. The Planning Director supports this project. Required 50% matching funds will come from Community Development Block Grant Historic Preservation Survey previously approved by City Council. FISCAL IMPACT The City will receive up to $7,000 from the State Office of Historic Preservation for preparation of the guidelines. The required 50% matching funds are available in Community Development Block Grant Historic Preservation Survey. That the above recitations are true and correct. 2. That the City Council authorizes the use of the Certified Local Government Grant funds to prepare archeological guidelines. 3. That the Finance Director is hereby directed to appropriate funds of $7,000 to the Grant account. RA-Z, CityjClerk S .e of California--The Resource. rgency DEPARTMENT OF PARKS AND RECREATION PROJECT AGREMNT--LOCAL PARTICIPANT - Certified Local Government Historic Preservation Grants-in-Aid Funds Participant: City of Carlbad Project Period:october 1. 1987 through August 31, 1989 Project Number: 06-88-30051 Project Scope: The Participant shall produce a synthesis of the existing knowledge concerning archeological resources within the city including the areas which have been surveyed and the adequacy of those surveys, the range of site types currently known to exist (including the immediately surrounding area), treatment plans for these site types, the range of research questions which should be addressed in any mitigation which may be required, and a list of sites which should be acquired for preservation or interpretation. The participant shall develop Archeological Guidelines and incorporate these into the current Historic Preservation Ordinance. They shall cover the following topics: 1) When is a survey required. 2) When is test excavation necessary for definition of site characteristics or site discovery. 3) When should excavation and analysis occur. SIGNATURE OF ACCOUNTING OFFICER OATE 1 [continued project scope] 4) Where should artifacts and field be deposited. 2 5) What sort of report(s) should result. 3 4 All products shall conform to State and Federal laws, San Diego County’s 5 Archeological program and the Secretary of Interior’s Standards for Archeology 6 and Historic Preservation for Planning, Identification and Evaluation. The 7 Archeological Guidelines should require that all sites be recorded on the 8 California Archeological Site Record form (DPR 422-A-1, Rev. 4/86) according to 9 the draft Handbook for Completing an Archeological Site Record. All sites should 10 be referred to only.by the Official State Trinomial. 11 12 The participant shall complete a new site record form for each site following 13 any archeological work concerning that site including monitoring. Copies of this 14 record should be submitted to the South Coastal Information Center. 15 16 Participant shall afford the State an opportunity to comment on drafts of any 17 I/ Reqests for Proposals and products pursuant to this agreement. I 18 ._ 19 Participant’s selection of persons to be involved in the management of the projec 20 (including paid consultants, if any) and in the evaluation of results shall be 21 subject to approval by the State. The person selected to write contect statements 22 shall meet professional qualifications standards for the appropriate discipline 23 as set forth in 36 CFR Part 61, Appendix A. State shall provide Participant a 24 copy of these standards. 25 26 Participant shall submit progress reports on December 31, 1988 and March 31, 1989. 27 Report shall be in such form as required by the State. O-72) 1 No later than at the end of the project period, Participant shall furnish to the 2 State three copies of a final typewritten Completion Report which discusses 3 project goals and accomplishments thereof, methods, techniques and management 4' organisation used. 5 6 The final Completion Report and any other publication resulting from the project 7 funded hereunder, shall contain the following statement upon its title page: a “The activity that is the subject of the [type of publication] has been financed 9 in part with federal funds form the National Park Service, Department of the 10 Interior, which are administered by the State Office of Historic Preservation, 11 California Department of Parks and Recreation.
