RECOMMENDED ACTION:
If the City Council concurs, your action is to introduce Ordinance No. d5-5-5.
ITEM EXPLANATION
The City Council in November 1988 adopted Ordinance NS-43
to implement the informal bidding procedures for public
construction projects of $50,000 or less in the City of Carlsbad.
experience with several recent projects indicate that the
purchasing regulations in Chapter 3.28 of the Carlsbad
Municipal Code should be further revised to provide for
change orders. Attached is Ordinance No e /2/d - Sxwhich
would further add Section 3.28.172 to specify the City
Manager's authority over change orders. The section is
recommended by the Purchasing Department and has been
reviewed by affected departments. (The orc?ir,ancc also
accomplishes code maintenance by corrcctir,cg refcrcnces
to the Public Contracts Code.)

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA AMENDING TITLE 3,
THE ADDITION OF SECTION 3.28.172 TO ADOPT CHAPTER 3.28 OF THE CARLSBAD MUNICIPAL CODE BY
PROCEDURES FOR CHANGE ORDERS.
The City Council of the City of Carlsbad, Califor
ordain as follows:
SECTION 1: That Title 3, Chapter 3.28 of the
Municipal Code is amended by the amendment of Section 3.2
read as follows:
"3.28.080 Public Droi ects. Contracts for projects in the City of Carlsbad shall be governed by ap state laws including the California Public Contract Code,

the contract price up to a limit of $15,000 per change orde
