CITY I MTG. 3-21-89 RECLAIMED WATER DEPT. U'M USE POLICY FOR NEW LAND USE DEVELOPMENT CITY r RECOMMENDED ACTION: Adopt revised reclaimed water use policy for new land use developments. ITEM EXPLANATION On February 7, 1989, the City Council considered for adoption a propose( "Reclaimed Water Use Policy". During the discussion of the Policy, Mr. Roberl Ladwig addressed the Council and expressed concerns about the policy and it! implementation. At the conclusion of the discussion, the Council directec staff to meet with Mr. Ladwig and attempt to resolve his concerns. Staff and Mr. Ladwig met and agreed on changes to the Policy which resolvc Mr. Ladwig's concerns. The intent of the revised Policy remains the same an( will permit staff to apply water reclamation conditions to new development: similar to the conditions the Council applied to the Aviara Development. STATEMENT OF POLICY Reclaimed water shall be used on all new land use developments proposed with the City of Carlsbad for all State approved non-potable uses, if it can I reasonably determined by the Utilities &. U/M USE POLICY FOR NEW LAND USE DEVELOPMENT CITY RECOMMENDED ACTION: ! Adopt an interim reclaimed water use policy for new land u! developments. ITEM EXPLANATION On August 16, 1988, the City Council approved a water reclamatit program for the City of Carlsbad and, among other thing: directed staff to prepare, for Council consideration, a reclaimc water mandatory use ordinance for new and existing development: City staff has been working with the San Dfego County Watc Authority and other interested agencies in developing a modc water reclamation mandatory use ordinance for use by all watt agencies in the region. The development of the mandatory u: ordinance is nearly complete, however, at least 60-90 days wi: be required for additional review and consideration by the Counl Moreover, since the model ordinance refers to an adopted mastc plan, a reclaimed water master plan should be in place before tl ordinance is adopted. A reclaimed water master plan should I presented for Council consideration in August, 1989, and reclaimed water mandatory use ordinance will be presented at tl same time. Since it will be at least six (6) months until a mandatory u: ordinance will be presented to the Council, staff has developt the attached interim policy statement to guide staff in tl review of all proposed new land use developments in the City ( Carlsbad. This policy would be used by staff until such time i the Council has the opportunity to consider and adopt a mol formal mandatory use ordinance.
