HD~ AWM AWARD OF BID FOR CONSTRUCTION OF FIVE (5) TRAFFIC SIGNAL SYSTEM IMPROVEMENTS CITY Am&!% CITY MGR.% RECOMMENDED ACTION: Adopt Resolution No. 1-9 -85 accepting bids, transferring funds, and awarding a contract for construction of traffic signals and signal interconnect systems, Project Nos. 3272, 3274, 3279, 3281, and 3282. ITEM EXPLANATION: On December 12, 1988, the City Council approved plans and specifications and authorized advertisement for bid of the following projects: Project No. Description Location 3272 Traffic Signal El Camino Real & Arena1 Road 3274 Traffic Signal Elm Avenue & Highland Drive 3279 Interconnection Between Tamarack Avenue and of Elm Camino Real Kelly Drive Traffic Signals 3281 Traffic Signal Tamarack Avenue & Adams Street 3282 Traffic Signal Tamarack Avenue & the 1-5 Freeway Ramp On January 25, 1989, the following five (5) bids were received: Select Electric, Incorporated Knox Electric, Incorporated D&H Perry, Incorporated Steiny t Company, Incorporated MCR Electrical Contractors, Incorporated $408 , 684 $439,703 $453,000 $454,300 $461,627 References have been verified on the low bidder and staff recommends award of this contract for these traffic signal improvements to Select Electric, Incorporated. Construction is anticipated to begin within thirty (30) days and require approximately six (6) months to complete. The California Department of Transportation (CALTRANS) will inspect and monitor the construction of traffic signals and system interconnection at the Tamarack Avenue freeway ramps. Prior to the start of construction, CALTRANS requires a non- refundable payment of $11,000 for the cost of their inspection. Additionally, CALTRANS has issued to the City the required State right-of-way permit to allow the City's contractor on to the 1-5 bridge at Tamarack Avenue and the adjacent freeway ramps. Page Two of Agenda Bill No. qqg6 The construction of the traffic signal systems includes additional work to remedy existing deficiencies, allow future expansion, or meet CALTRANS requirements. For example, a larger signal pole and longer mast arm will be erected across Arenal Road at El Camino Real to accommodate the future addition of a separate left turn phase. At the same location, an emergency vehicle detector will be mounted on a separate pole across the driveway of Fire Station No. 2. Handicap ramps will be constructed at all sidewalk corners that lack them. The existing and new signals on Tamarack Avenue will be interconnected from Jefferson Street across 1-5 to Adams Street. This will allow traffic to move smoothly in the vicinity of the freeway and nearby shopping center. AND 3282 WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable and in the public interest to advertise for the construction of traffic Signals and signal interconnection; and WHEREAS, five (5) sealed bids were received on January 25, 1989 for the project: and WHEREAS, the low bid for the project was submitted by Select Electric, Incorporated, in the amount of $408,684. NOW, THEREFORE, BE IT RESOLVED as follows: 1. That the above recitations are true and correct. 2.
