OF CARLSBAD BOULEVARD, PHASE I1
IMPROVEMENTS 320s-
RECOMMENDED ACTION:
Adopt Resolution No. 84 48 accepting bids, appropriating funds, and awarding a contract for the construction of Carlsbad Boulevard, Phase I1 Improvements, Project No. 3205.
Adopt Resolution No. @-8$ approving an agreement with the Pacific Bell Telephone Company for facility undergrounding.
ITEM EXPLANATION:
On January 3, 1989, the City Council authorized the
advertisement for bids for improvements to the Carlsbad Boulevard, Phase I1 project.
On March 1, 1989, seven (7) sealed bids were received as follows:
1. West Coast General $2,107,278.34
2. Chilcote, Incorporated $2,133,635.75 3. R. E. Hazard Construction Company $2,222,157.20
4. Errech's, Incorporated $2,370,000.00
5. William Kirchnavy, Incorporated $2,420,027.52
6. Daley Corporation $2,566,707.00 7. L. R. Hubbard Company, Incorporated $2,654,895.34
References have been verified on the low bidder and staff recommends the award of the Carlsbad Boulevard, Phase I1 construction to West Coast General Company, Incorporated.
This project involves the construction of four (4) travel lanes, raised landscaped median, curbs, gutters and sidewalks, bicycle
lanes, parking for 230 vehicles along the west side of Carlsbad Boulevard, significant drainage improvements, and extension of the storm drain system from the Agua Hedionda bridge south to Manzano Drive to alleviate Carlsbad Boulevard storm drain problems. Construction is anticipated to begin within thirty
(30) days and require approximately seven (7) months to complete. The construction will be phased in such a way as to provide beach parking along the west side of the new road alignment in advance of the peak Summer season. Carlsbad Boulevard in this area will at all times during the construction be open to north-south traffic.
FISCAL IMPACT :
This project is proposed to be funded in a ratio of participation of 86.22% from the Federal Aid Urban Entitlement Program with the remaining 13.88% of all project costs the obligation of the City of Carlsbad. A summary of the available project funding is as follows:

1. Total Allocated FAU Funds $1,747,125.00
2. Gas Tax Balance 207,495.00
3. S.D.G.& E. Street Light Deposit 60,500.00
4. General Capital Construction Fund Balance 600,404.00
Total Available Project Funds $2,615,524.00
CALTRANS District 11 in San Diego, which administers the FAU program, has advised the City of additional FAU funds available for this project up to $1,747,125.00. Staff recommends the City Council formally appropriate to the project account the maximum available FAU funding for this project as identified above.
The project includes the undergrounding of all aerial facilities within the project zone. SDG&E has already completed its
installation of a high pressure gas line extension as well as other rerouting of facilities. Attached is an agreement with Pacific Bell in which the City will pay Pacific Bell the total cost of $21,526 for the undergrounding of the existing overhead telephone facilities along the route.
The Engineer's estimate for the construction portion of the project was $2,004,000.00 with the low bid for the project totalling $2,107,278.34.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS, APPROPRIATING FUNDS, AND AWARDING A CONTRACT FOR THE CONSTRUCTION OF CARLSBAD BOULEVARD, PHASE I1 IMPROVEMENTS,
PROJECT NO. 3205
WHEREAS, bids have been received by the City of Carlsbad
for construction of Carlsbad Boulevard, Phase I1 Improvements,
Project No. 3205; and
WHEREAS, the low bid received for the construction of
said project was submitted by West Coast General Company, in
the amount of $2,107,278.34; and
WHEREAS, funds are available in the project account
numbers 300-820-1840-3205, 152-820-1840-3205, and 190-820-8202-
3205 for the construction of this project; and
WHEREAS, the City Council of the City of Carlsbad,
California, hereby declares it necessary, desirable and in the
public interest to construct the aforementioned project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the bid of $2,107,278.34 by West Coast General
Company for Project No. 3205 for the construction of Carlsbad
Boulevard, Phase I1 Improvements

Mayor and City Clerk are hereby authorized and directed to
execute a contract thereafter.
3. That the City Council does hereby appropriate to the
project account the maximum available FAU funds for the project
totalling $1,747,125.00.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 21st day of March I
1989, by the following vote, to wit:

RESOLUTION NO. 89-89
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING AN AGREEMENT BETWEEN THE CITY OF CARLSBAD AND PACIFIC BELL TELEPHONE COMPANY FOR UNDERGROUNDING FACILITIES
WHEREAS, the City of Carlsbad will construct trenches for
telephone lines and install telephone conduits on Carlsbad
Boulevard: and
WHEREAS, Pacific Bell Telephone Company will perform
inspection for trenching and telephone conduit installation; and
WHEREAS, the City of Carlsbad will pay Pacific Bell
Telephone Company $21,526.00 for the cost of undergrounding and
rewiring.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. Than an agreement between the City of Carlsbad and
Pacific Bell Telephone Company, dated March 21, 1989, for
trenching and telephone conduit installation, a copy of which is
hereto marked Exhibit rrA" and made a part hereof, is hereby
accepted.

3. That the Mayor of the City of Carlsbad is hereby
authorized and directed to execute said agreement for and on
behalf of the City of Carlsbad. Following the Mayor's execution
of said agreement, the City Clerk is authorized and directed to
return the original of said document to the Municipal Projects
Department for processing.
4. That the Finance Director is authorized and directed
to approve a payment in the amount of $21,526.00 to the Pacific
Bell Company for said services following preparation and
submittal of the required payment form from the Municipal
. Projects Department.

Enclosed is a check for $21,526.00 to be applied to the account of the City of Carlsbad in payment of Pacific Bell’s cost of undergrounding their existing aerial facilities in connection with our street improvement project No. 3205
located along the east side of Carlsbad Boulevard in Carlsbad.
It is agreed by and between Pacific Bell and the City of Carlsbad that the sum of $21,526.00 constitutes the total flat sum to be paid by the City of Carlsbad for Pacific Bell’s undergrounding of said facilities.
It is understood the cost of $21,526.00 is based upon the City of Carlsbad providing the trench and conduit.for Pacific Bell’s use. It is further under-
stood it is the responsibility of the City of Carlsbad to provide aerial drop reroutes/conversions with private property owners along the route.
Payment includes a tax component of $6,492.00 collected for Federal Income Tax
in accordance with California Public Utilities Commission Decision 87-09-026.
