Carlsbad's present emergency plan was approved and adopted by Council on March 2,
1982. The new plan is not only an update of specific information, but is written in
a new format and is referred to as the Multihazard. Emergency Plan for the City of
Carlsbad. This plan addresses our planned response to extraordinary emergency
situations associated with natural disasters, technological incidents, and nuclear
defense operations. It is designed to include the Cit as
Emergency Management System, y part of a Statewide
The plan has been organized into three parts; Part One is the basic plan and provides
overall organizational and operational concepts; Part Two includes annexes thatnses, such as; fire operational
provide action checklists for hazard -specific responses,
plan, care and shelter operations, rescue operations and emergency public
information, Part Three contains a listing of resources, key personnel, essential
facilities and other data needed for emergency operations.
Disaster planning should be thought of as a process and not solely the production of
a written plan. We have conducted a series of four training sessions using our new
Multihazard Emergency Plan for department heads and staff , cuLninating in a tabletop
exercise on December 14, 1988. Copies of the plan are available at -the City Clerk's
Office, the City Manager's Office and the Emergency Operations Center.
FISCAL
Will require continual staff time during the year to review, update resource lists
and provide training for department heads and staff.

WHEREAS, Title 6; Section 6.04.120 of the Carlsbad Municipal Code
authorizes the preparation of a Multi -Hazard Emergency Plan by the City of
Carlsbad Disaster Council, and provides for the adoption of the plan by the City
Council; and
WHEREAS, the City of Carlsbad Disaster Council has developed a Multi -
Hazard f7nergency Plan vhich is a preparedness document comprised of a basic
plan, supporting annexes and individual City department emergency operating
procedures designed to'be used in responding to any type of major emergency or
disaster; and
WHEREAS, the City of Carlsbad Disaster Council reco[mvnds adoption of the
Multi -Hazard Emergency Plan by the City Council;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California as follows:
1. That the above recitations are true.
2. That the City Council hereby adopts the Carlsbad Multi -Hazard
Emergency Plan, copies of 4iich are on f ile with the City Clerk, the
City Manager, and in the Emergency Operations Center.

AGENDA BILL - MULTI HAZARD EMERGENCY PLAN
Battalion Chief Jim West has prepared a 15 minute slide presentation for the City
Council regarding the Multi Hazard Emergency Plan.
We are prepared to present the program at a Council meeting of your pleasure with
the exception of April 4 and 18, on which dates Jim West, will be out of the city.
