ITEM EXPLANATION The City Council at your meeting of March 7, 1989 directed this office to prepare an ordinance in effect prohibiting all cash contributions in excess of $25 by requiring every candidate for a local office to file copies of all checks received in excess of that amount. The ordinance in that regard is attached. If the Council concurs, your action is to introduce the Ordinance. NS-58 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA AMENDING TITLE 1, CHAPTER 1.13 OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 1.13.035 TO PROHIBIT CASH CONTRIBUTIONS IN EXCESS OF $25.00. The City Council of the City of Carlsbad, California doe ordain as follows: SECTION I: That Title 1, Chapter 1.13 of the Carlsba Municipal Code is amended by the addition of Section 1.13.035 t read as follows: "1.13.035 Cash contributions prohibited. No candidate in a City of Carlsbad municipal electic A1 shall accept a cash contribution in excess of $25. contributions in excess of $25 shall be made by check. A candidat is hereby required to make a copy of each such check received pric to negotiating it. The copies shall be attached as exhibits to th campaign disclosure statements required by this chapter so tha contributions in excess of $25 reported on a statement ar accompanied by copies of the checks for such contributions.tg EFFECTIVE DATE: This ordinance shall be effective thirt days after its adoption, and the City Clerk shall certify to th adoption of this ordinance and cause it to be published at leas once in the Carlsbad Journal within fifteen days after it adoption.
