The most current estimate is that the county staff will take th renegotiated NCRRA contract for the ,trash to energy plant to th
Board of Supervisors in June. We have spoken to representative
of other governmental agencies that have had dealings with Thermo Electron and it is apparent from these discussions that there i a great deal of relevant iaformation that is simply not bein developed. The consensus is that if we are to have a reasonabl chance of convincing the Board of Supervisors not to approve revised contract it is essential that we have good financia information to back up our position. Unfortunately, based on pas
experience and the indications to date, it appears that objectiv
information will not be forthcomicg from the county staff. It i recommended that the cities of Carlsbad, Encinitas and Escondid agree to share on an equal basis the cost of retaining a financia
expert familiar with the economics of trash to energy plants. Th
attached resolution would approve doing that and appropriate a no
to exceed amount of $4,000 from contingency to the City Attorney'
