ITEM EXPLANATION
The Personnel Department in concurrence with the Engineering Department is recommending a revision of the classification and salary range of Principal Civil Engineer - Traffic. Staff recommends that the title of Principal Civil Engineer - The current duties and responsibilities of the classification are as follows: Traffic be changed to Traffic Engineer.

Supervises, performs and coordinates traffic engineering work involving the design and installation of transportation facilities such as traffic 1 ighting, traffic control devices, bikeways, streets, parking facilities and other vehicular and pedestrian traffic systems.
Works with private development engineers and contractors to review plans and coordinate work involving traffic systems in privately constructed residential, commercial, and industrial projects.
Coordinates and participates in overall transit planning for the City.
Reviews plans, maps, specifications, estimates, and other work for accuracy, presentation, and conformance with established engineering practices.
Performs field inspections of the traffic system element of projects prior to, during, and upon completion.
Collects, analyzes data, conducts special studies, and performs other work necessary to maintain an up-to-date circulation element to the General Plan, analyzes and recommends traffic and transportation pol icies and standards, assures effective coordination with surrounding transportation systems.
Maintains an up-to-date inventory of traffic control devices, streets, and re1 ated transportation elements.
Assists in the preparation of long-range capital improvement plans.
Prepares written reports on traffic engineering related projects.
Represents the City in the community and at professional meetings as required.
Coordinates traffic engineering related activities with other City departments and divisions, and with outside agencies.
Supervises, trains, and evaluates assigned staff.

The current classification does not adequately identify all of the duties and responsibilities assigned to this position. It is recommended that the following duties, that the incumbent already is performing, be added to the classification description.
1. Serves as lead support staff member for Traffic Safety Commission and as a member of the Traffic Safety Coordinating Committee.
2. Supervises the design and checking of plans and specifications for traffic channelization, traffic signals, street and safety 1 ighting, detours, parking facilities and other methods of controlling traffic flow and providing for traffic safety.
3. Coordinates and/or participates in overall transit planning, long-range transportation planning, special planning/development studies and overview of private development traffic impacts.
4. Supervises, reviews, and investigates 1 itigation claims against the City.
5. Makes presentations to citizen groups, Traffic Safety Commission, City Council, and other groups.
6. Oversees adjustments to traffic signal timing patterns and developments of system enhancements.
7. Collects, analyzes data, conducts special studies and performs other work necessary to maintain an up-to-date inventory of traffic control devices, streets, and related transportation elements.
FISCAL IMPACT
The new salary range will increase from $1,887-$2,408 to $1,973-$2,518 bi-weekly.
This equals $51,298 - $65,468 on an annual basis. This increase in salary is being recommended to compensate the Traffic Engineer for the additional duties.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION
PLAN OF THE CITY TO REVISE THE CLASSIFICATION OF TRAF F I C ENG I N EER .
WHEREAS, the City Manager recommends and the City Council concurs, that the
classification and salary range of Traffic Engineer should be amended.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
Cal i forni a, as foll ows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to revise
the classification of Traffic Engineer as described in Attachment A, attached
hereto and made a part thereof.
? 3. That the City Council authorizes and directs the City Manager to amend
the salary range of Traffic Engineer from $1,887-$2,408 bi-weekly to $1,973-
$2,518 bi-weekly as described in Attachment B, attached hereto and made a part
thereof.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of
the City of Carlsbad on the 4th day of April , 1989, by the following
vote, to wit:

Under general direction, to direct the Traffic Division of the Engineering Department, to perform highly complex traffic engineering work in the design, construction, and maintenance of transportation related facilities; to supervise and coordinate transportation related public works projects; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS
This is a one position classification. The incumbent assigned to this class is an Engineering Department Division Head responsible for supervising the work of professional and technical engineering staff and for performing the most difficult and complex traffic and transportation engineering work.
