PLN ZC 88-6 CITY DEP MTG. 4/4/89 FROM "L-C" (LIMITED CONTROL) TO "0" CITY ZONE CHANGE OF AN 11 ACRE SITE (OFFICE) - LAUREL TREE INVESTMENTS RECOMMENDED ACTION: Both the planning staff and Planning Commission recommend that this aci be APPROVED and that the City Attorney be directed to prepare documt APPROVING ZC 88-6 and the Mi ti gated Negative Decl arat i on. ITEM EXPLANATION The 11 acre site is located east of the future alignment of Col'i Boulevard, approximately 1,000 feet south of Palomar Airport Road and E of the Sudan Interior Mission. In 1988 the property was the subject of a General Plan and Local Coa: to 0, office. At that time a zone change to 0, Office to implement thc Office General Plan designation was not requested. It was recommended I the future alignment of College Boulevard be used to establish the bounc between office and residential uses. The exact alignment of Coll Boulevard had not been determined at that time. General Plan designati are general, while zoning boundaries must be exact. Staff and the appl ic believed that it would appropriate to wait until the exact alignment College Boulevard had been determined before changing the site's zoning I L-C, Limited Control to 0, Office. The recent finalization of the College Boulevard alignment has createa exact western boundary for the site. Consequently the zone change appropriate at this time and can be supported by staff. The change would consistent with both the General Plan and the Local Coastal Program wh identifies the site for office uses. The change is also consistent with Comprehensive Land Use Plan for Palomar Airport that discourages resident land uses subject to potential noise impacts from Palomar Airport. This item was approved unanimously by the Planning Commission with a mini amount of discussion. For additional details see the attached staff repc ENVIRONMENTAL REVIEW The Planning Director issued a Mitigated Negative Declaration for the pro; on November 4, 1988 (SCH NO. 88110223). The review period for that Negal Declaration closed December 5, 1988. No comments were received from an) the impacted state agencies. The Negative Declaration had one mitigat measure. The measure was to limit access to the site consistent with City's General Plan and Public Works Standards. The applicant has concur with this mitigation measure. This will create a need for additic public services. The site was included in the adopted Local Facilit Management Plan for Zone 5. Nonresidential uses and public facility imp; were identified for the subject site. The extension of College Boulevard s Palomar Airport Road would be on the site’s western border. The revi for the Negative Declaration closed December 5, 1988. No comments were from any of the impacted state agencies. The Negative Oeclaration had one mitigating measure. The measure was access to the site consistent with the City's General Plan and pul standards. Specifically, that mitigation was the elimination of acce site from College Avenue. The Costa Real MWD parcel, SDPl lies outside the 5O:l approach slope and the clear zone of Runway 24, exce the south corner of the parcel adjacent to El Camino Real.
